BACKGROUND On 14/15 March 2019, Cyclone IDAI made landfall at 19:00 hours on the 14th of March. Wind speeds between 119 and 153 KM/h were measured. Initial reports indicate loss of life, injuries and significant infrastructure damage. At least 21 deaths and more than 70 injuries have been reported in Sofala Province (OCHA, Flash Update No. 2). Reports from the Government of Mozambique’s National Institute of Disaster Management’s (INGC) indicate there has been substantial damage to houses and essential infrastructure, including schools, health facilities, bridges and roads. Electricity has been disrupted in areas that has been hardest hit since the storm made landfall and telephone and internet communications are down. The cyclone brought heavy rains with it that will impact a wider area as rivers will swell and are likely to cause flooding including in Manica and Sofala Provinces, likely increasing the total number of people in need. PURPOSE Under the technical supervision of the MCO Administrative Specialist, the incumbent will be responsible for representing UNICEF Administration Section in the affected areas Beira/Chimoio as well as support with the Administrative task during the Emergency.

The Programme Specialist (Training) is responsible for overall training needs of Community Based Vaccinators and Communication Network workers. As the programme intensifies focus on the core reservoirs to enhance the quality of the campaigns and to reach the continuously missed children, the government and partners implement the Community Based Vaccination (CBV) approach as a core operational SIA strategy. The strategy is based on the utilization of local female fixed term vaccinators to conduct house to house campaigns to track each and every child. More fixed term community vaccinators, equipped with knowledge and tools, who are able to access and vaccinate hard to reach children and build local community acceptance and trust. CBV has expanded its operations to over 24,000 HR strength (of which over 86 percent are female vaccinators) who work in the most marginalized and underserved communities reaching over four million children in 595 union councils with polio vaccination. To sustain campaign quality in these highest risk areas, the workforce is expected to be in place until certification. All the CBV workers and Communication Network workers need to be trained in different technical skills related to the Supplementary Immunisation Campaign and Interpersonal skills to gain access to the children at the door step.
