Climate Change and Risk Intermed Programming
Based on earlier work in 2016-17, which consisted of a literature review of the climate change impact on children in the LAC region, and proposed actions and tools that could be mainstreamed into UNICEF programming, this assignment aims at support UNICEF’s emerging regional agenda of climate change in Latin America and the Caribbean. Specifically, the consultant will provide technical assistance to UNICEF Regional Office (LACRO) and country offices in developing child focused climate change adaptation and mitigation strategic framework, including relevant guidelines and tools, supporting the undertaking of climate risk assessments. Limited but strategic opportunities to engage in climate change mitigation and low carbon development will also be considered.

In particular: • Provide support to all relevant RO Sections to carry on a systematic revision of the Contingency Plans/Preparedness Plans. • Assess progress and provide technical support to ensure quality risk analysis, taking into account the UNICEF GRIP guidance for conducting child-centred risk analysis and already existing risk analysis exercises, scenario definition and response plans that take into account the main shocks and stresses, vulnerability factors and gaps in response capacities identified in the risk analysis. • Provide quality assurance to the Contingency Plans and preparedness products that COs produce • Provide guidance on meeting the ten Minimum Preparedness Standards. • Ensure synergies between the EPP process (including risk analysis) and the ongoing efforts to enhance the risk informed programming in the region. • Take appropriate action to resolve doubts or issues and/or refer to relevant officials for resolution. • Report on critical issues, bottlenecks and potential problems for timely intervention.
