Job organizational context

The Health and Nutrition Section is managing a multi donor pooled fund (Health Development Fund) to support the Ministry of Health and Child Care to achieve its goal of improving the quality of life of its citizens through guaranteeing every Zimbabwean access to comprehensive and effective health services. The HDF requires a robust and realistic program monitoring system that uses existing M&E systems in the health sector including the Vital Medicines Availability and Health Services (VMAHS) Survey, which was commissioned in response to a need articulated by the donor community in conjunction with Ministry of Health to routinely obtain data concerning expected and actual deliveries of vital medicines to public health facilities as well as information on user fees, staff establishment and vacancies, facility infrastructure and communication.

There is still need to continue providing the information to the donors to demonstrate the results that the HDF is achieving in the health sector through continuation of the VMHAS survey. The management of the survey requires that there is a full time staff to provide operational and technical support to the organization contracted to collect the data, analyze the data and produce quarterly reports which will support inform the program implementation as well as meet the reporting requirements of the

Purpose of the Job:

Under the overall supervision of the Essential Drug Manager, the Monitoring and Evaluation Officer is accountable for contributing to the accomplishment of the Health and Nutrition results by providing professional expertise and assistance in monitoring & evaluation of the Health Development Fund, by supporting national and subnational data collection to generate evidence to guide the implementation of the Health and Nutrition program and produce reports for dissemination.

 Key End Results

 1. Ensure the efficient preparation for data collection for the quarterly Vital Medicines and Health Services Survey

  • Organizes meetings with relevant technical staff to revise the data collection tool as and when required
  • Uploads up to date data collection tools on to the mobile data collection devises
  • Proactively works with the contracted data collection organization to train enumerators on data collection tools
  • Proactively works with the data collection organization to ensure that the enumerators are adequately and efficiently deployed to collect the data from facilities within the stipulated data collection period.

2. Data collection for the Vital Medicine and Health services survey is systematically and timely conducted.

  • Support real time data collection through Open Data Kit software
  • Monitor data uploads during data collection and take corrective action to ensure timely uploads
  • Provide technical assistance to trouble shoot data uploading
  • Provide quality assurance for data collection data uploaded to the VMAHS server for analysis, quality checks and data cleaning is conducted before data analysis
  • Maintain and regularly update data storage systems for the Vital Medicines and Health Services survey

 3. Analyze quarterly data and draft quarterly survey reports

  • Undertake quality checks and data cleaning before data analysis
  • Analyze data for the quarterly VMAHS report and as and when further analysis is required by programs

Qualifications and Competencies

  • University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.  
  • Minimum one  (1) year of technical knowledge/experience in data collection and analysis  for monitoring of  health programs
  • Demonstrated analytical ability, and the capacity to develop strategies take informed decisions while working under pressure
  • Teamwork abilities and  ability to work independently
  • Strong written and verbal communication skills.
  • Strong Computer skills and demonstrated knowledge of data analysis software

 Desirable Qualifications

  • Knowledge of ODK software
  • Experience working in data collection and analysis for any UN agency.
