UNICEF prioritises a health systems based approach to help mitigate fragmented support. UNICEF will make an incremental shift from service delivery to support evidence-informed system strengthening – using equity-based models and operational research in targeted areas to influence policy, planning, budgeting and strategy development that will inform the Government’s drive to equitably reduce young child mortality and undernutrition in Myanmar. Aligning itself with the government commitment for Universal Health Coverage, the Health and Nutrition programme needs to build national and subnational capacity to deliver integrated services and approaches.

How can you make a difference?

Under the guidance of the Immunization Manager, the Health Specialist is responsible for the development, planning, implementation, monitoring and evaluation and administration of the operational and technical support to Government and other partners to achieve impact through immunization outcomes by strengthening the national health system in the areas of supply chain, effective vaccine management and information systems. S/he will be responsible for technical leadership requiring advanced professional mastery and expertise in the development of systems for establishing real time stock management of essential commodities, including an electronic logistics information management system. The incumbent will also facilitate regular review for procurement, shipment, clearance, storage and distribution of essential commodities and generate data to inform supply chain system strengthening and cold chain management information system strengthening. Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives and expansion of UNICEF assisted Health & Nutrition interventions, towards achieving Sustainable Development Goals.

Key functions and accountabilities of the position (detailed job description attached): -

  • Support to improved supply chain management and tracking from forecasting, procurement until delivery to the service provision points
  • Innovation, knowledge management and capacity building support for effective vaccine management improvement plan implementation with a focus on cold chain replacement, expansion and rehabilitation planning.
  • Facilitate regular assessment in cold chain and vaccine management as part of evidence generation to facilitate input for new guidelines, policy formulations and implementation plans
  • Technical support to supportive supervision to states/Region and lower levels for monitoring of supply chain activities for immunization service delivery including cold chain strengthening through real time cold chain inventory update and cold chain management information system (CCMIS)
  • Ensure effective coordination to strengthen national supply planning, shipment, clearance, warehouse stock monitoring and distributions.

To qualify as an advocate for every child you will have…

  • Advanced degree in Medicine, Pharmacy, Public Health, Business Administration, Social Sciences and/or equivalent educational qualification in relevant areas (e.g. information management systems, health supply management). A first university degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Five years of relevant professional work experience at national and/or sub-national level providing technical support in the area of public health, primary health care, supply chain management, immunization supply chain, cold chain and similar activities.
  • Professional work experience in a technical expert or a managerial position in child survival & development, health and nutrition care.
  • Work experience with UN, INGO and/or National Health Authorities would be highly desirable
  • Fluency in English and local working language of the duty station
