By the end of 2021, UNICEF has committed to working with the States and Municipalities of the Semi-arid region in the nine states of Alagoas, Bahia, Ceará, Paraíba, Pernanbuco, Piauí, Rio Grande do Norte, Sergipe and part of Minas Gerais to further realize child rights, reduce gender and racial related inequities and ensure CRC compliance. UNICEF will contribute towards progress in the improvement of social indicators for children and adolescents in the Semiarid Region, through strategic partnerships articulated with local governments, civil society, private sector and mass media, and interacting with municipalities through the UNICEF Seal.

The Territory Coordinator of Semi-arid Territory based in the Recife Office is accountable for achieving the defined results of the UNICEF programme of cooperation in the Semi-arid region and supervising the Semi-arid Territory (comprising the offices in Recife, Salvador and in Fortaleza).

How can you make a difference?

Under the guidance and supervision of the Deputy Representative, the incumbent will follow the political direction of the Representative and will be responsible for the effective and efficient use of UNICEF financial and human resources as well as minimum operating security standards of the semi-arid Territory offices.

She/he is accountable for technical engagement in social policy dialogue with State and Municipal governments for strengthening the effectiveness of social services and protection systems with an inter-cultural and equity-based inclusive approach that targets the most vulnerable children and adolescents.

Join our team to be responsible for:

  • Coordinate the UNICEF presence and program implementation in the Semiarid territory integrating the activities among the three Unicef sub-offices in the region
  • Develop a sound institutional knowledge base and understanding of the Semi-arid region's economic, social and political situation;
  • Establish and maintain the highest level of contact with local government decision-makers and influential stakeholders in the region, to advocate and promote women and children’s rights as a priority in development efforts;
  • Develop and maintain strategic partnerships with economic and social development stakeholders, including the media, private sector and academia, faith-based groups, as well as multi- and bilateral agencies, NGOs, civil society and community-based organizations;
  • Cooperate with states and local government authorities to develop and reinforce programmatic technical capacity, particularly in education and protection;
  • Manage the cost-effective, appropriate utilization, protection and accounting of all organizational resources:  financial, human, fixed assets, as well as programme supplies, equipment and cash assistance
  • Document and inform on all Semi-arid region programme activities through regular and special reports, indicating progress as well as difficulties and recommending actions to be undertaken.
  • During emergencies, undertake a rapid assessment of situations and prepare recommendations for intervention;
  • Identify, promote and undertake resource mobilization initiatives and approaches in close coordination with the Chief Resource Mobilization and Partnership;
  • Contribute to management, strategy and programmatic decisions for the entire Brazil Country Programme as a senior member of the Brazil team.

To qualify as an advocate for every child you will have…

  • Advanced university degree in any of the following: Social Sciences, Economics, Public Administration, International Relations, Public Health, Education, or other fields related to the work of UNICEF;
  • Eight years of professional work experience in planning and administration of social development programmes at the national and international level, including experience in the management of human, financial and material resources;
  • Fluency in English required. Fluency in Portuguese is an asset. Commitment to become fluent rapidly is essential;
  • Desirable experience in emergency programming and preparedness planning.
