How can you make a difference?

SUMMARY OF THE POST:

Eastern Indonesia continues to face severe WASH challenges, especially in terms of poor sanitation and hygiene.  UNICEF plans to consolidate and expand its WASH activities in Eastern Indonesia.  These activities entail close cooperation with the central, and local government, as well as   good coordination with all other major components of UNICEF’s WASH portfolio. WASH programme is an essential part of UNICEF’s efforts to prevent water-borne disease in Eastern Indonesia, and is an explicit component of the MDGs and the post 2015 agenda. In view of the importance of this effort for the WASH of Indonesian children in Eastern Indonesia, there is compelling need to station a WASH Officer in the provincial capital of NTT Kupang and NTB Lombok to enable close supervision of the implementation of the expanded WASH activities in NTT & NTB province. The WASH Officer is accountable for formulation, design, plan in implementing, monitoring and evaluation of WASH programme to ensure overall efficiency and effectiveness of the programme management delivery and accomplishment of programme goals and objectives.

MAIN TASKS AND RESPONSIBILITIES:

1. Programme/Project Management

Ensure the availability of accurate, complete and up-to-date information required for effective hygiene promotion and sanitation component of the WASH programme implementation, management, monitoring and evaluation. Draft sound WASH programme budgets for review by the supervisor, provide strategic guidance and support to local authorities (particularly Bappeda and relevant line departments) and other implementing partners (e.g. NGOs) on the hygiene promotion and community mobilization of the integrated water, sanitation and hygiene promotion programme, including in schools and communities.

 

2. Programme Efficiency and Effectiveness

Enhance programme efficiency and effectiveness through evidence base approach and implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply and emergency assistance and hygiene promotion and sanitation project status including equity monitoring. 

 

3. Work Plan and Programme Documentation

Analyze collected data and information and prepare progress reports; draft changes in hygiene promotion and sanitation project work plans and assist in identification of required supplies and equipment (for both development and emergency orientated activities) as well as in consultation with the CSD Specialist in Kupang support the drafting of Country Programme Recommendation and other programme documentation, assuring accuracy and consistency with established rules, regulations and plans of action.

 

4. Programme Implementation Information and Data

Ensure the appropriateness of financial, administrative and supply documentation; verify that Hygiene Promotion and Sanitation project expenditures are within allotments and that data is consistent with the programme information and database (e.g., VISION). Follow up on queries or initiate corrective action on discrepancies.

 

5. Knowledge Sharing

Compile Hygiene promotion and sanitation project implementation, preparedness, training and orientation materials to promote knowledge sharing with counterparts, WASH sectoral stakeholders, donors and media. Specifically organize training sessions for implementing partners (e.g. sanitarians, NGO staff) and occasionally at the community level on the hygiene behaviour change programming (including for schools), development of demand-responsive village action plans and participatory monitoring and follow-up system in collaboration with partners.

 

6. Communication and Networking

Ensure the effective communication and networking developed and maintained through partnership and collaboration.

  • Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management related to the Hygiene promotion and sanitation project in UNICEF NTT.
  • In collaboration with the CSD Specialist in Kupang, team with local Government and sectoral stakeholders counterparts to exchange information on WASH programme implementation, status, capacity and risk mapping, preparedness as well as movement, prepositioning and distribution of supplies related to the Hygiene promotion and sanitation project in UNICEF NTT.
  • Coordinate with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to hygiene promotion and sanitation sector. Where appropriate support the IASC WASH Cluster during preparedness and response to emergencies.

 

To qualify as an advocate for every child you will have…

  • Advanced University degree*) in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication) is an asset.
  • Two years minimum of professional work experience.
  • Fluency in Bahasa Indonesia and English.

(*First level university degree in combination with 6 years qualifying experience may be accepted in lieu of the advanced university degree.
