UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.

The GSSC is currently processing annually over a quarter of a million invoices with a further related 50,000 plus Master Data Management, HR and Payroll transactions for staff in all UNICEF locations.

How can you make a difference?

To pursue operational effectiveness and efficiency through innovative use of technology, UNICEF’s GSSC is embarking on the use of Robotic Process Automation (RPA). This project was initiated to achieve operational agility, increase accuracy and reliability, cost avoidance, create better quality of service, and to do more with less.

UNICEF uses SAP as its main ERP system. In the context and timeline of the RPA project, ServiceNow will become UNICEF’s case management tool for offices to interact with GSSC for service requests.  

The Project Manager will ensure the effective and efficient day to day management of the Robotic Process Automation (RPA) project.

This will involve:

This role will engage with the GSSC technical and business teams, ICTD (Information and Communication Technology Division) and with the external vendors to ensure a successful implementation of the RPA, meeting the established requirements.

The Project Manager will be responsible for working with the contract officer for preparation and issuance of vendor contracts, project human and financial resource management, monitoring of implementation activities, status reporting to stakeholders including Project Board, risk management and mitigation, change management and stakeholder communication, user training and documentation, and ensuring that the project when formally closed has lessons learned and appropriate documentation of both a technical and a business operations nature for production handover.

This role will work cross-functionally to solve problems and implement changes, following a defined project management methodology.

Deliverables will include:

 •Comprehensive Project Implementation Plan including Quality Plan
•Detailed Communication Plan and regular updates to stakeholders
•Establishment and operationalization of the RPA Governance Framework
•Identification of monitoring and reporting requirements and development of related tools, e.g. dashboards
•Development of key performance indicators and associated reporting tools to provide reporting and performance metrics to assess performance
•Project Closure Plan reviewed and approved by the Project Board

To qualify as an advocate for every child you will have…

•Bachelor or Master’s Degree in Information Systems Management, Information Technology, Project Management, Computer Science, Business Administration or a related field
•Project management experience in systems project management (large-scale), software development, technical integration or business operation environments with a proven track record of interfacing with multiple levels of the organization and successful project completion
•Experience in change management for complex projects.
•Experience managing Robotic Process Automation (RPA) software technology implementation and understanding of business requirements of RPA.
•Solid experience in Financial and HR models in ERP systems such as SAP and Oracle, and experience in Service ticketing tool such as ServiceNow
•Experience with OCR technology and Systems Integration
•Good knowledge of the Project Lifecycle and fluency in project manager methodologies (PMI Agile, PRINCE2 and PMBOK)
•Solid experience in the use of project tracking tools such as MS Project
•Experience collaborating across multiple functions and working with operational subject matter experts, technical resources/ infrastructure and architecture teams
•Excellent communication and presentation skills (written and verbal) across multiple audiences with ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity
•High motivation, enthusiasm, and dedication to deliver results within strict timeframes
•Ability to work in a fast-paced matrix environment including managing across multiple geographies, functions and organizations often outside standard working hours
•High proficiency with Microsoft Office, specifically MS Project, Visio, Excel, and PowerPoint is required
•Excellent knowledge of English is essential (both spoken and written)
•Certification in project management methodology – PMI / Prince 2 or equivalent, PMI Agile Certified Practitioner (PMI-ACP) is an advantage.
•ITIL v3 certification is an advantage.
•Experience in working with Public Sector organizations is an advantage.
•Experience working in the UN system or other international humanitarian/development organizations is an advantage.
•Fluency in English (verbal and written) is required.

Mandatory Requirements

The proposing service provider must include the following attachments in their submission:
•CV detailing educational background and all relevant experience.
•Financial Proposal indicating the daily rate for delivery of services. The daily rate should be expressed in Hungarian forint (NET + VAT, if applicable (please indicate the exact amount).
•Document to prove eligibility to work in Hungary, if applicant is non-EU citizen.
•Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts.

Location and duration

Working hours for this individual consultancy will be 8 working hours per day, 5 days per week.  The consultant will work full-time on GSSC premises in Budapest, Hungary, under the supervision of the Finance Manager, Invoice Processing.

The contract duration is 11 months.

Evaluation Criteria

UNICEF considers best value for money as criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee.

Candidates who are under serious consideration will be evaluated by the following criteria:

Technical Evaluation Criteria (70 points possible)
•Bachelor or Master degree in Information Systems Management, Information Technology, Project Management, Computer Science, Business Administration or a related field (10 points)
•Project Management experience (15 points)
•Experience in managing Robotic Process Automation (RPA) software technology implementation and understanding of business requirements of RPA (15 points)
•Experience with OCR technology and Systems Integration (10 points)
•Experience in Financial and HR models in ERP systems (SAP, Oracle) and Service ticketing tool such as ServiceNow (10 points)
•Certification: PMI / Prince 2 or equivalent, PMI Agile Certified Practitioner (PMI-ACP), ITIL v3 (5 points)
•Experience in working with Public Sector organizations and UN systems (5 points)

Financial Evaluation (30 points possible)

Payment information

The terms of payment are net 30 days, after receipt of invoice and acceptance of work. Payment will be affected on a monthly basis by bank transfer in the currency of billing.

Individual consultants are not a standard employment arrangement, as payments will be made based on invoices submitted by the consultants on a monthly basis. Individual consultants are entirely responsible for the payment of all insurances, taxes, other contributions payable by the consultant on the payments made by UNICEF to the consultant for his invoices issued under this contract.

Terms of employment

Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.

The consultant is responsible for arranging, at their own expense, life, health, and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
