How can you make a difference?

The Chief of Planning, Monitoring and Evaluation is responsible for the articulation and delivery of UNICEF Iraq's programme strategy and results through undertaking effective planning, monitoring and evaluation; exercising a supporting role, providing guidance, coordination and leadership in policy and strategy development; effective programme finance and partnership management; and overseeing and managing resource mobilization, grants management and reporting and relationship management with donors and PPD. To give support to programme delivery with the inter-agency frameworks and yearly appeal processes and the UN country team in support of the attainment of the SDGs, through accountability on:

  • Accurate, coherent and reliable up to date information disaggregated by gender on the situation of children's and women's rights in Iraq and how they may contribute to the attainment of the SDGs.
  • Monitoring the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in Iraq's context, their coverage, coordination and coherence.
  • Ensuring that all programmes are effectively monitored on a regular basis and there is sufficient capacity and clarity on how programme staff can carry out the monitoring function.
  • Developing capacities for evaluation and research are strengthened, with special attention to the gender equity and equality and the interest, concern and participation of government, community, and civil society stakeholders.
  • Ensuring that good effective partnerships are in place and HACT quality assurance activities are monitored, analysed and reported on systematically.
  • Appropriate plan and monitoring of resources mobilized including analysis of prospective resource mobilization opportunities in support of programme implementation.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences or other relevant disciplines
  • A minimum of ten years of relevant professional work experience, in programme development and implementation including monitoring and evaluation activities, including both International and national work experiences.
  • Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences an asset.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme is an asset Fluency in English is required; knowledge of Arabic is a strong asset.
