Background:
Uzbekistan has been eligible for Gavi funding since 2000 and received both vaccines/injection supplies and vaccine introduction grants from GAVI. In January 2014, Uzbekistan entered the accelerated transition phase from GAVI support due to the growth in per capita GNI, thus country will be fully sustainable in vaccine procurement by 2021. To support transition process GAVI allocated more than $17 mln. for improvement of cold chain system through building new cold chain storages and upgrading equipment for vaccine safety through implementation of Health System Strengthening project. 

UNICEF has started construction of 19 cold chain storages at national, regional and district levels. Due to time constraints, the construction will be started simultaneously in all sites which require constant monitoring of quality at least once a week and thorough follow-up with MOH partners and representatives of the state construction committee. Following the recommendations of UNICEF SD construction department UNICEF Uzbekistan is going to hire an additional construction specialist to strengthen quality monitoring and supervision of the construction of cold chain storages at all levels.

Purpose:
The purpose of the assignment is to provide technical assistance to the Ministry of Health in supervision and monitoring the quality of the construction process of cold chain storages at national, regional and district levels.

Objectives:
The key objective of this consultancy is to support UNICEF Child Health and Wellbeing section in monitoring and supervision of the construction of 8 cold chain storages and monitoring of warranty period for constructed/renovated 13 cold chain facilities located at national, regional and district levels.

Timeline & Deliverables:
Start day of the assignment: July 2019

End day of the assignment: April, 2020. The consultant is responsible for the following deliverables:

1. To facilitate the technical review of the construction proposals and BoQs received during tender for construction of one regional, six district cold chain warehouses - 15 days.
1) Technical review report with recommendations;
2) BoQ with list of necessary corrections.

2. To facilitate development of contractual requirements/objectives for the construction companies for one regional and six district cold chain warehouses and to conduct monitoring of cold chain warehouses being on warranty period - 18 days.
1) The list of technical requirements for the contracts with construction companies for construction of one regional, six district cold chain warehouses. 
2) Reports for monitoring of newly constructed cold chain storages being on warranty period

3. Preparation of relevant documents and conditions for construction of National cold chain storage. Supervision of initiation of construction - 16 days.
1) Letters to state construction agencies responsible for supervision of construction
2) Name and details of construction displayed at each site

4. Continuous monitoring and supervision of the main construction milestones at 6 district and one regional cold chain storages: a) development of basement; b) quality of procured materials; c) cabling and installation of electrical switch boxes; d) digging and other land scape work; e) verification of intermediate financial statements, f) monitoring reports on construction progress with recommendations on improvement - 40 days.
1) Travel reports;
2) List of recommendations;
3) Monitoring checklists
4) Verified list of procured materials and construction work

5. To ensure quality of construction work in 4 district cold chain storages - 18 days.
1) Verification statements for construction materials and quality of services based on BoQ for 4 district cold chain storages
2) Monitoring checklist with recommendations on improvement of construction process/materials

6. To ensure quality of construction work in 2 district and one regional cold chain storages - 18 days.
1) Verification statement for construction materials and quality of services based on BoQ for 2 district and 1 regional cold chain storages
2) Monitoring checklist with recommendations on improvement of construction process/materials

7. To verify the completeness of work for 6 district cold chain storages and ensure quality of construction work regional and national cold chain storages - 20 days.
1) Verification statement for construction materials and quality of services based on BoQ for 6 district cold chain storages and one regional and national cold chain storages
2) Monitoring checklist with recommendations on improvement of construction process/materials

8. To ensure hand over process for six districts and one regional cold chain storages - 18 days.
1) Hand over statements for each construction site signed by respective authorities

9. Final measurement of construction work for national cold chain storage. Preparation for hand over process. calculation of final invoice and verification of the quality of materials - 17 days.
1) Report on construction progress for national cold chain storage;
2) Documents for hand over
3) verified statement of account for national cold chain storage

10. Final check of construction status for cold chain storages at the end of liability period (14 regional cold chain facilities)- 20 days.
1)Report on each site with recommendations for closure of liability period
2)Monitoring check list with the final recommendations

Total: 160 days

Management:
The Consultant will work under the direct supervision of the Immunization Officer and in close consultation with UNICEF construction engineer and MoH Specialists in sites.

Resource requirements:
The consultant will be paid according to the payment schedule upon successful completion of the above listed deliverables during the period of 1 July 2019 – 30 April 2020. The basis for calculation of consultancy fee based on the complexity of work, the level of expertise and the Administrative Instruction (ST/AI/2013/4) on Consultants and individual contractors.

The final decision on selection of the consultant will be set up based on the "best value for money" principle. Payments might be partially or fully withheld in case of unsatisfactory performance of duties or failure to provide the deliverables by the agreed deadlines. 

Note: The fees will be paid by bank transfer upon acceptance of deliverables.

Required qualifications, areas of expertise or selection criteria:

Qualification/Expertise/Criteria:

Education:
University degree in civil engineering (construction),  Architecture or closely related field.

Professional experience:

  • At least 5 years' experience in building construction (architecture), monitoring, assessments and evaluations of construction work, preferably with knowledge of former Soviet Union construction systems;
  • Experience in the monitoring and supervision of three and more construction projects;
  • Knowledge of local standards for construction of buildings and skills to read technical calculation;
  • Knowledge of international standards of construction is an asset;
  • Work experience on health-related construction projects is a definite asset.
  • Ability to work with multi -disciplinary and multi-stakeholder teams;
  • Experience working with international organization would be an advantage;
  • Fluency in Uzbek and Russian Languages.
  • English Language proficiency is a big plus


UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Procedures and Working Conditions: 
Consultant is expected to work from home and in the office. The applicants shall be required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Travel expenses will be paid according to UNICEF rules and regulations. 
UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract. 

Reservations:
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
