The purpose of this post is to maintain effective and efficient management of WASH interventions, timely planning of services and ensuring delivery of better quality results, contribute in enhancing the capacity of implementing partners (IPs) and monitor and evaluate the programme implementation.

How can you make a difference?

Under the supervision of the WASH Specialist, Baghdad Field Office, the TA WASH Officer will contribute under the following specific ToR:


1. Programme/Project Management:

Ensure the availability of accurate, complete and up-to-date information required for effective WASH programme and project design, implementation, management, monitoring and evaluation. Draft sound WASH programme budgets for review by the supervisor, including concrete steps to enhance emergency preparedness and response.

2. Programme Efficiency and Effectiveness

Enhance programme efficiency and effectiveness through evidence-based approach and implementation follow-up, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply and emergency assistance and WASH programme status.

3. Work Plan and Programme Documentation

Analyze collected data and information and prepare progress reports; draft changes in WASH project work plans and assist in the identification of required supplies and equipment (for both development and emergency orientated activities) as well as in the drafting of Country Programme Recommendation and other programme documentation, ensuring accuracy and consistency with established rules, regulations and plans of action.

4. Programme Implementation Information and Data

Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and that data is consistent with the programme information and database. Follow up on queries or initiate corrective action on discrepancies. Collaborate with the Monitoring & Evaluation unit on maintaining a gender & equity focus in WASH data collection and reporting.

5. Knowledge Sharing

Compile WASH programme implementation, preparedness, and training and orientation materials to promote knowledge sharing with counterparts, WASH sectoral stakeholders, donors and media.

6. Communication and Networking

Ensure the effective communication and networking developed and maintained through partnership and collaboration with the Operations team to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management; with the Communication for Development (C4D) team to collect information and identify behavioral change gaps and develop appropriate methodologies and approaches to integrate C4D issues into the WASH programme and; with local Government and sectoral stakeholders and counterparts including NGOs and the IASC WASH Cluster to exchange information on WASH programme implementation, status, capacity and risk mapping, preparedness as well as movement, prepositioning and distribution of supplies.

To qualify as a champion for every child you will have

Minimum Requirements

  • First University degree in public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
  • Minimum of 2 years of relevant work experience in WASH-related programmes, included but not limited to a) handling WASH related services, supplies and monitoring their distribution and use; b) proficiency in managing supply and delivery related hindrances and capacity to facilitate an efficient process of getting the supplies to the use-point
  • Background knowledge of UNICEF mandate and mission as well as programmes, knowledge of supply management procedures in UNICEF particularly in the context of the humanitarian context, and good knowledge of humanitarian response, an asset
  • Proficiency in use of common computer software like MS Office, web-based tools, and other supply management tools.
  • Proficiency in English required; knowledge of the local language/s are strong assets.
