As a family of 16 resident and non-resident agencies, the United Nations in Albania works closely with the Government and other partners including civil society, development partners, academia and the private sector to strengthen the rule of law, promote human rights and fundamental freedoms, protect the environment, support economic and social reforms and gender equality. In harmonizing these actions, the UN in Albania takes its inspiration from the United Nations Charter, the overarching instrument of the UN, as well as more recent agreements reached by world leaders, such as the Sustainable Development Goals that address many of the complex challenges the world faces. Through a coherent country program, called the Government of Albania-UN Program of Cooperation for Sustainable Development (PoCSD) 2017-2021, the UN fully supports and works towards the complementary agendas of: Albania's Goal of European Union integration and Agenda 2030.

Through the course of PoCSD the United Nations in Albania will be running various activities which require the services photographers, photojournalists, videographers and video editor. For this reason, the United Nations Children's Fund (UNICEF) on behalf of UN Agencies in Albania is launching this call for vetted consultants roster for the above service areas.

Purpose and Objective

Consultants play an important role in contributing to implementation of activities of the UN Agencies in Albania and they form significant part of capacities of the organization. To increase effectiveness of contracting process and enable also instant contracting UN Agencies in Albania are launching a competitive process to establish a pool of qualified consultants and experts in following Communications areas:

  • Photography
  • Videography and Video Editing
  • Photojournalism

The Photographer, Videographer and Video Editor's roster represents a pool of experienced professionals who will be employed to produce various communication products for UN agencies in Albania as specified below.

Duties and Responsibilities

Roster members selected for the consultancy assignment will work with UN Agencies in Albania.

List of deliverables for Photography EOI-ALBA-2019-003:

  • Document through photography activities of the hiring UN agency. Activities may include events field visits, campaigns.
  • Ensure the high quality of the photo materials suitable for printing, publishing and web / design purposes;
  • Ensure dignity of subjects, particularly in the context of children and vulnerable groups. UN applicable guidelines and policies will be provided upon contract signature.
  • Ensure effective and efficient provision of services, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made
  • Abide with the UN Agencies in Albania copyright rules and regulations. Refrain from providing any photo materials taking under the UN Agency assignment to any media outlet, publishing agency, organization or personality;

List of deliverables for Photojournalism EOI-ALBA-2019-004 :

  • Generate compelling photography to illustrate specific stories
  • Develop a distinct aesthetic using photographic images to enhance UN Agencies brand identity
  • Identify and provide evidence based, photographic and written documentation of results and successes UN Agencies
  • Provide high quality photographs to be shared on digital communication platforms.
  • Prepare photo essay with human stories or photo reportages that will be used for documentation of the UN Agencies projects or for development of the fundraising proposals.
  • Ensure effective and efficient provision of services, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made
  • Ensure dignity of subjects, particularly in the context of children and vulnerable groups

List of deliverables for Videography and Video Editing EOI-ALBA-2019-005: 

  • Take video footage of various UN system events
  • Produce videos of UN Agencies documenting UN agencies work/projects.
  • The consultant should possess Excellent story-telling skills and ability to translate expert knowledge in video language that can be understood by non-expert audiences
  • Ensure dignity of subjects, particularly in the context of children and vulnerable groups
  • Ensure follow up in the post processing phase and adjust the selected videos to the needed format for media, websites, etc. in accordance to previous agreement with supervisor from UN Agencies
  • Provide fully edited videos including (when requested) subtitles in English & Albanian or voice comments/narratives as requested in case by case by each agency.
  • Edit videos and adapt them to the required formats for distribution on various media channels, add subtitles in Albanian/English, insert additional frames, color filters, logos and special effects as requested.

Required Qualifications:

  • Bachelor's Degree in communications, Journalism, Visual Arts, Social Science, International Development, Gender Studies, Human Rights or a related field
  • Training or higher degrees in related areas would be considered an asset. 

Required Experience:

  • At least 5 years of progressive experience in communications related area of application, such as Photography, Graphic design, Videography, Photojournalism, video editing, public relations;
  • At least 5 years experience in producing news, documentary films, TV programs and 3-4-minute short format films;
  • Demonstrated experience of conception, production and editing of mini video documentaries through personal work samples;
  • Proven ability in photography, videography, photojournalism and ability to assimilate and communicate complex visual messages in an engaging and user-friendly manner;
  • Experience in work with sensitive topics of development projects;
  • Previous experience working/consulting for international projects/programs; media agencies, International Organizations, private sector;
  • Excellent knowledge of graphic design software, video production software, social media management, photo and video editing software;
  • Previous professional experience with the United Nations or similar organizations in this or a related field would be considered an asset.

Language: Written and Verbal fluency in English and Albanian is required

What to submit:

  • Personal History Form (P-11) 
  • Cover letter where specifying inter alia the area of services (Photography EOI-ALBA-2019-003, Photojournalism EOI-ALBA-2019-004, Videography and Video Editing EOI-ALBA-2019-005)
  • Copy of educational credentials;
  • Copy of trainings, certifications, qualifications completed in the areas of required services;
  • At least three samples (or web-links to) of relevant/related work conducted in the past.

Contracting arrangements:

Entry into the UN consultants' roster system does not necessarily mean that a contract with any UN Agencies in Albania is guaranteed. Where a request for services arises, the UN Agency shall directly contact at least 3 (three) consultants from the roster, for their availability. A specific Terms of Reference outlining outputs for each assignment shall be provided and an Individual Contract will be issued to the consultant by each UN Agency separately.

The contract modality and duration are subject to each UN agency policies and procedures. Consequently, payments will be made as specified and agreed in the respective contract issued by each agency and upon confirmation of UN Agency responsible person on the delivering on the contract obligations in a satisfactory manner.

Duration of the roster:

Only those candidates who obtain a total technical score of 80 and above will be included in the roster. Successful candidates will be included in UN in Albania Roster for a period of 3 (three) years. However, the addition of an individual in the Roster does not guarantee a contract with UN agencies in Albania.

Consultant's profile:
Profiles of consultants who are included in the roster will be published on internal UN Albania roster page and they will be accessible to UN Agencies in Albania.
