Under the general supervision of the Chief Field Office (Area Programme), the incumbent will be responsible for coordinating a defined programme within a broad range of projects, including advocacy and technical support to municipalities on Child Rights issues, programme/project formulation, design, planning and management with strategic focus on achievement of UNICEF's Organizational priorities. Provide technical assistance and support on programme areas relating to “No Lost Generation” for programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives. Coordinates field level sector working group (Youth, Education and/or Child Protection) and contributes to inter-agency coordination within LCRP framework.

How can you make a difference?

  • Effective knowledge management and system analysis, information exchange and to the development of training and orientation materials developed for strengthening of zonal/area programme management and activities within the broad ambit of signed AWPs.
  • Contribute to the Situation Analysis for programme development and management by collecting and analyzing data and monitoring implementation progress. Identificatify critical areas for intervention and measures by administering a consistent and transparent monitoring system; analyse area level socio-political-economic trends and their implications for ongoing programmes and projects. Draft or prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.

  • Ensure programme funds are optimally used through monitoring the implementation of activities in line with the agreed partnership and/or contractual arrangements. Take appropriate actions and make recommendations to ensure quality of the programme and optimize use of programme funds.

  • Collaborate with partners to carry out a rigorous and transparent evaluation and participate in major programme evaluations in consultation with the Chief of Field Office (Area Programme), Evaluation Officer and others to improve efficiency and quality of programme delivery at area level. Participate in annual work plan review meetings with local stakeholder including government counterparts. Contribute to annual and other program status reports in a timely manner.

  • Contribute to coherence, synergy and added value to zone/area programming, area program planning and design processes using a results-based management and results-based approach. Provide technical recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women.

  • Provide government authorities at local level with technical assistance and support, build their capacity to ensure program sustainability. Promote and to reinforce institutional capacities of the national and local partners by identifying these partners and providing continuous supports and long term commitments.

  • Analyze the situation of children and women from the rights perspective in the area of responsibility to guide the advocacy at the community and family levels and to inform national policy debates. Promote the organization goals of UNICEF through active advocacy and communication.

  • Facilitate collaboration and partnership with internal and external counterparts, including UN and national partners, to improve collection and dissemination of data and information, exchange on programme/project status 

  • Ensure effective emergency preparedness and response. Coordinate Education and Child Protection sector working groups in at the field level and contribute to inter-agency coordination at the field level.

To qualify as an advocate for every child you will have…

  • A university degree in Social Sciences, International Relations/Development/Law, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Human Rights, Education, Psychology, Sociology, Behavior Change Communication, or other relevant disciplines.
  • A minimum of two years of relevant professional experience in programme planning, management, and/or research in education/child protection or youth and adolescent development is required.
  • Good understanding of life cycle approach, and the inter-linkages and synergy between education, child protection and adolescent development.
  • Field work experience and background/familiarity with Emergency is required.
  • Ability to engage with and influence different stakeholders in a given area (e.g. (I)NGOs, municipalities, Union of Municipalities, regional authorities).
  • Knowledge in data collection (both qualitative and quantitative), analysis and reporting is considered as an asset.
  • Experience of working in humanitarian context / issues, and understanding of humanitarian – development nexus is considered as an asset.
  • Familiarity with emergency preparedness and response is considered as an asset.
  • Experience with humanitarian coordination (sector coordination in Lebanon or the IASC Cluster approach) is an asset.
  • Fluency in English and Arabic is required.
  • Experience in working in the Baalbek-hermel Governorate is considered a distinct asset.
