How can you make a difference?

Under the general supervision of the Chief, Planning, Monitoring and Evaluation, the Planning and Monitoring Officer will provide technical assistance and quality assurance services in programme planning, coordination and management for the UNICEF Sierra Leone country programme. The position is further expected to play a key role in ensuring strong results-based management practices, tools and process to guide the design, measurement and implementation of the UNICEF Country Programme and Humanitarian Action for Children.

1. Programme planning and coordination (humanitarian and development)

  • Provide technical assistance and quality assurance in programme planning and coordination for the UNICEF Sierra Leone country programme, particularly to bring coherence, synergy and added value across thematic and territorial strategies, and contributing to the humanitarian-development nexus.
  • Manage annual work planning, monitoring and reporting processes.
  • Coordinate the preparation of official documents related to programme planning and monitoring of the Country Programme and Humanitarian Action for Children.
  • Support the design and implementation of programme planning exercises. Ensure effective coordination of UNICEF engagement in and contribution to the development, implementation and monitoring of the UNDAF and delivery of UN Reform.

2. Knowledge management for programmes

  • Provide technical support for the knowledge management function of the entire Ccountry Programme and Humanitarian Action for Children. Analyze humanitarian and programme related issues and policies from a children's and women's rights perspective, using results-based management and equity approaches to programme design.
  • Support information flow across field offices and teams, particularly on the humanitarian response, ensuring lessons learned are used to improve programme coherence, quality implementation and integrated programme strategies.

3. Optimum use of programme funds and quality partnership management

  • Monitors programme implementation progress and compliance, including humanitarian funds. Reviews and applies criteria for funds allocations and monitors the effective allocation and disbursement of programme funds of the entire Country Programme.
  • Supports quality partnership management, reviewing partnership agreements and programme documents, while strengthening systems and tools for identifying and managing partners. Makes appropriate recommendations or take actions to optimize use of programme funds and strengthen partnership management.
  • Ensures quality and timely reporting to donors and contribute to project proposal writing for enhanced programme resource mobilization outcomes.

4. Programme monitoring and reporting

  • Collaborate to carry out a rigorous and transparent approach to programme monitoring and reporting, supporting regular programme coordination internally across UNICEF teams, as well as with UNDAF partners.
  • Coordinate and document annual sector review meetings with government counterparts and partners and support the preparation of quality annual programme reports.
  • Participate in the preparation of programme reports and presentations required by management and support the regular updating of corporate.

5. Rights-based and results-based programme management approach

  • Support rights-based programmes approaches in the formulation of programme and humanitarian goals, strategies and implementation frameworks.
  • Collaborate with partners and assist in the strengthening of quality of child rights-based programmes consistent and effective planning, design, implementation, monitoring of programmes and projects.
  • Provide technical assistance and overall quality assurance for corporate programme management tools and standards, including the Emergency Preparedness Platform, Risk Control and Security Library.

6. Partnership, coordination and collaboration

  • Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, to improve the ability to collect and disseminate development data and information, exchange information on programme/humanitarian status.

To qualify as an advocate for every child you will have…

  • A University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or a related field is required. Specialized training in planning and programme/project management.
  • At least 2 years of relevant professional work experience, including field work experience in Planning and Programme/Project Management is required.
  • Experience in designing and managing planning and analytical tools in complex organizational settings.
  • Quantitative skills and demonstrated capacity to manage, synthesize and analyze information from different data sources.
  • Excellent report writing skills.
  • UN experience is an asset.
  • Humanitarian experience is considered an asset, especially on migration issues, but not required.
  • Fluency in English is required
