Consultant National pour la révision du manuel de procédures de mise en œuvre de l’approche ATPC en Côte d’Ivoire
En 2000, le Gouvernement de la Côte d’Ivoire s’est engagé à œuvrer pour l’atteinte des cibles contextualisées des OMD. Dans le sous-secteur de l’assainissement, il était question de porter de 23 à 60 le pourcentage des populations ayant accès à un assainissement amélioré. Pour atteindre cet objectif, une lettre de politique sectorielle de l'assainissement, présentant les orientations que le Gouvernement entend donner au secteur de l’assainissement et les axes stratégiques qu’il compte mettre en œuvre à l’horizon 2025 ont été développés. L’approche ATPC permet d’opérationnaliser cet axe stratégique en milieu rural. En effet, l’ATPC est une approche de développement participatif qui vise à amener une communauté à analyser ses conditions sanitaires et à prendre collectivement conscience des effets nocifs de la Défécation à l’Air Libre (DAL) en termes de santé et de l’assainissement du cadre de vie des populations. L’objectif à terme de cette approche est de susciter un changement de comportements sanitaires au sein des ménages et des communautés à travers la construction et l’utilisation de latrines par tous et l’atteinte du statut « fin de la défécation à l’air libre ». Après cinq (5) années d’implémentation par plusieurs acteurs du secteur assainissement, la Côte d’Ivoire s’est dotée en 2014, d’un manuel de procédure de mise en œuvre de l’ATPC. Depuis lors, ce manuel a servi de guide aux différents acteurs (des départements ministériels, des ONG internationales et nationales, des collectivités territoriales, des comités locaux…). S’il est vrai que ces résultats encourageants sont attribuables à la pertinence et à l’harmonisation de l’approche et des outils ATPC, Il y a lieu de relever que des faiblesses ont été constatées au niveau de l’appropriation du manuel. La résorption de tous ces défis, requiert donc la révision du manuel national de mise en œuvre de l’ATPC en Côte d’Ivoire et une mise en conformité au contexte ivoirien.

Le Gouvernement de Côte d’Ivoire a adhéré au mouvement mondial Scaling-Up Nutrition (SUN) en juin 2013. Depuis 2013, cet engagement en faveur de la nutrition s’est traduit notamment par : i) la création du Conseil National pour la Nutrition (CNN) en juillet 2014, plate-forme de coordination multisectorielle pour une gestion et une programmation efficaces et efficientes des interventions de nutrition ; ii) l’élaboration du Plan National Multisectoriel de Nutrition 2016-2020 et l’harmonisation des politiques sectorielles en la matière ; iii) l’inscription des investissements consacrés à la nutrition au titre des priorités du Programme d’Investissement Public (PIP) et iv) le relèvement significatif de l’enveloppe budgétaire consacrée à la nutrition. En cohérence avec le PND 2016-2020, le Gouvernement a approuvé le 11 mai 2016, le Plan National Multisectoriel de Nutrition qui se décline en 7 axes stratégiques : i) la promotion des bonnes pratiques nutritionnelles et des mesures préventives; ii) la promotion de la prise en charge (PEC) de la malnutrition; iii) l’accroissement durable de la disponibilité et de l’accès à des aliments nutritifs et diversifiés dans les zones à fortes prévalences de malnutrition; (iv) le renforcement de la sécurité sanitaire des aliments; v) le renforcement de la résilience aux crises alimentaires et nutritionnelles; vi) l’amélioration de l’Hygiène et accès à l’eau potable et aux systèmes d’assainissement dans les zones à fortes prévalences de malnutrition et; vii) la mise en place d’un environnement favorable à la nutrition et le renforcement de la Gouvernance en matière de nutrition.
