LAC-INFORM Project (Consultancy)
This consultancy aims to support UNICEF in Latin America and the Caribbean to enhance the use of risk data and analysis for risk informed programming at regional and national level and has the following objectives: 1. Ensure the dissemination of the results of the first version of the LAC-INFORM tool and enhance the use of risk information and analysis for risk informed programming by the thematic sections of the UNICEF Regional Office in Latin America and Caribbean and other UN agencies and regional organizations (UNDP, OCHA, among others) through the provision of orientations by thematic areas. 2. Since the beginning of the armed conflict in eastern Ukraine in April 2014, over 2 million people have been displaced within Ukraine and abroad. At least 8,500 people have lost their lives and a further 18,000 were wounded. The conflict has taken a substantial social and economic toll on the communities that are currently hosting IDPs in eastern Ukraine. On the one hand the economic implications have been far reaching across Ukraine and negatively impacted employment opportunities in general. But, it is in areas directly impacted by the fighting such as in Donetsk and Luhansk, where basic infrastructure has been destroyed that the impact has been the greatest. Loss of revenues combined with higher living costs and diminishing or deficient government services have put the family, community and societal coping mechanism under great strain prior to factoring in the impact of IDPs and increased competition for limited resources. UNICEF, with the support of the Government of Germany through its Kreditanstalt für Wiederaufbau (KfW) has developed the “Towards greater social cohesion and integration of IDPs in eastern Ukraine” programme which seeks to address these needs in Donetsk and Luhansk as Kharkiv, Dnipropetrovsk and Zaporizhia.
