International Consultant: Development of an Operational Research Framework and Resilience Model (P-3 Level), Goma
UNICEF’s renowned transition intervention, the Participatory Empowering community based Approaches to Resilience (PEAR+) program in Democratic Republic of Congo, is currently in its third phase. Since its conception in 2006, the program has evolved from a humanitarian response for returning populations (known then as the Programme Elargi d’Appui aux Retournés), to an integrated program anchored in a community based approach seeking to strengthen local resilience. Its current phase, which has just launched activities in one health zone in North Kivu Province and two health zones in Ituri Province, has funding through the end of 2019, with the goal to reach 300,000 beneficiaries. PEAR+ III’s program objective is to “increase the resilience of communities in transitional zones through sustainable access to basic social services and the strengthening of communities’ ability to manage conflict associated risk”. The two outcomes expected to contribute to the achievement of the objective are as follows: Outcome 1 Effective coverage of key basic social services is achieved in intervention villages. Outcome 2 Communities’ capacity to manage conflict associated risk is improved. PEAR+III has a strong programmatic foundation built upon a series of integrated process-based actions, implemented in a cohesive and complementary manner; this with a view towards shifting social dynamics, breaking the cycle of violence and laying the foundation for development interventions. Actions are anchored in a strategy that is founded in building community resilience for peace and reducing individual and household vulnerabilities to external, environmental shocks. Increased coverage of key social services, including water and sanitation (WASH), health, education, and child protection is seen as a viable means to address equity gaps and deprivation. This serves as both a peace dividend and a peacebuilding vehicle, as the re-constitution of the social fabric and the restauration of a legitimate state apparatus are pillars of communities more apt and able to address drivers of conflict. A participatory programming approach seeks to ensure communities and individuals are able to reach their full potential, with a prioritization on ensuring the wellbeing of children. Framed within DRC international stabilization strategy, the aim of transition programming should include positively affecting state-society relations by reinforcing mutual trust and legitimacy so that relationships based on accountability, confidence and collaboration can start to emerge. It should also be noted that this current phase of the program integrates some innovative features, including a more clearly articulated focus on community resilience, greater capacity to refine programming based on context specific risks, opportunities and dynamics, and an expansion of social protection mechanisms to focus on social inclusion and strengthened social safety nets.
