La mobilité transfrontalière, les mouvements de populations, les vulnérabilités dans les zones frontalières et les sites d’accueil, les inégalités d’accès aux services et la circulation de rumeurs peuvent accroître les risques de transmission et retarder le recours aux soins.
Sous le leadership du Ministère de la Santé Publique, le Centre des opérations d’urgence de santé publique (COUSP) coordonne la préparation et la réponse à travers le système de gestion des incidents. La Communication sur les risques et l’engagement communautaire (CREC) contribue à garantir un accès rapide à des informations fiables, à soutenir l’adoption de comportements protecteurs, à renforcer l’alerte précoce, à gérer les rumeurs et à faire participer les communautés à la conception et à l’adaptation de la réponse.
Le Burundi dispose déjà de mécanismes utiles, notamment la sous-commission CREC, les lignes vertes 1109 et 117, les réseaux d’agents de santé communautaire, les dispositifs de surveillance à base communautaire et fondée sur les événements, les plateformes communautaires, les médias et les mécanismes de feedback. Toutefois, les données issues de ces différentes sources doivent être davantage harmonisées, vérifiées, désagrégées, analysées et transformées rapidement en recommandations opérationnelles. Des recherches sociales rapides sont également nécessaires pour comprendre les perceptions, les normes, les facteurs de confiance, les obstacles et les déterminants comportementaux qui influencent la prévention, l’alerte, la vaccination, le recours aux soins et l’acceptation des mesures de réponse. |
