| Governments across Africa forgo significant revenue through tax expenditures such as exemptions, deductions, credits, preferential rates and tax holidays. In 32 African countries with available data, these incentives cost at least USD 56 billion annually, equivalent to 2% of GDP and 18% of tax revenue in the median country. Unlike direct spending, tax expenditures are rarely scrutinized, approved, time-limited or evaluated, and little is known about who benefits. Most reported tax expenditures lack a clear policy objective, beneficiary group or sector classification, making their impacts on children and poor households largely invisible at a time of rising fiscal pressure and debt burdens. This assignment will assess the scale, composition and equity implications of tax expenditures across Africa, examine how they are granted and reviewed, identify lessons from reform efforts, and support UNICEF country offices in engaging governments on the issue. |

| According to UNICEF Afghanistan MICS 2022-2023 data, 29.8 per cent of children aged 3-17 years have some type of functional difficulty.3 According to evidence, challenges in analysis and design of programmes for people and children with disabilities limited their access to services and equitable outcomes. A lack of specific indicators to track progress for people and children with disabilities hampers the ability to measure and prioritize their needs effectively.
This assessment is needed because children with disabilities in Afghanistan face heightened and often invisible barriers to accessing essential services, including health, nutrition, education, child protection, and social protection, particularly in a context of increasing poverty, displacement, and restrictions on participation. At the same time, disability data and systematic analysis remain limited, constraining evidence-based planning, equitable targeting, and accountability to Leave No One Behind commitments. By combining a situation analysis with an internal readiness assessment, UNICEF Afghanistan and partners will be better positioned to identify practical entry points for disability inclusion, strengthen program design and implementation, and ensure that interventions reach and benefit children with disabilities in a measurable and sustainable way. |

| Child marriage and early union remain significant challenges in Viet Nam, particularly among ethnic minority girls, rural communities and poorer households. The prevalence increased from 10.6% in 2014 to 14.6% in 2021, affecting millions of girls. Child marriage is driven by a combination of poverty, school dropout, limited access to sexual and reproductive health and rights (SRHR) information and services, and harmful gender and social norms. At the same time, it further exacerbates gender inequality, increases the risk of adolescent pregnancy, limits educational and economic opportunities, and contributes to the intergenerational transmission of poverty. Although Viet Nam has laws prohibiting underage marriage, enforcement is inconsistent and harmful social norms continue to sustain the practice.
UNICEF is engaging a national M&E consultant to support the development of a comprehensive monitoring and evaluation framework that will guide the monitoring, evaluation and documentation of the intervention’s implementation process, results and emerging results, including through baseline and endline assessments. |

UNICEF is committed in supporting the institutionalization of the early childhood care and development (ECCD) system in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Likewise, UNICEF is a member of the Bangsamoro ECCD Technical Working Group (TWG) of the Regional Sub-Committee for the Welfare of Children (RSCWC) and is working closely with the government in advancing the ECCD agenda in the region.
Specifically, the regional government deemed it necessary to develop and implement a curriculum that is relevant and contextualized for all children in early childhood in the whole region. Currently, early learning facilities in BARMM are utilizing different curricula depending on its availability and accessibility (e.g. downloaded from websites). In addition, very limited number of Child Development Workers (CDWs) were trained on utilizing the National Early Learning Curriculum (NELC) while the Tahderiyyah Curriculum was only utilized in the Madrasah. With this curriculum, the regional government can issue a memorandum directing all LGUs to follow a standard curriculum, monitor its implementation and document the progress of children. Thus, this consultancy will help the region in developing their own Bangsamoro Early Learning Curriculum that is also anchored in the revised Philippine Early Learning Development Standards (PELDS).
However, before the development process of early learning curriculum will be realized, there is a need to first conduct a comprehensive review process of the existing curricula in the region to assess how they are being implemented, identify what works and the bottlenecks, and provide strategic recommendations on how BARMM can proceed with developing its own early learning curriculum moving forward. |

Where the policy consultant will craft and develop the contextualized ECCD system policy with guidance from the TWG that institutionalizes a whole-of-society approach to ECCD, including mechanisms for private sector engagement, public-private partnerships, and business investments that support early childhood development outcomes in BARMM. This consultancy will provide a robust situation analysis of children in early childhood including the existing environment. This will provide solid evidence on policy actions for the Bangsamoro ECCD policy in the region. This consultancy work is very critical as this will contribute to providing ECCD direction in the region, define its structure and management mechanisms, and guide respective local government units (LGUs) in planning, budgeting and implementation of a comprehensive and integrative ECCD program for children 0 to 8 years old in BARMM. |
