| UNICEF’s Programme Group leads the organization’s efforts to achieve results for the most disadvantaged and excluded children everywhere, following the UNICEF Strategic Plan 2022–2025. Work is done in alignment with the Sustainable Development Goals (SDGs) and the international commitments related to the Convention on the Rights of the Child.
Programme Group provides global thought leadership, influences global policies and partnerships in support of child rights, and provides technical support to UNICEF’s Regional and Country Offices to maximize the difference our programmes make in children’s lives. The division shapes internal policy and practice in priority areas, supports UNICEF’s engagement in key programme partnerships and collaborates with other divisions for fundraising, advocacy and influencing. It also plays a vital role in managing technical talent and promotes a management approach that strengthens connections with Regional and Country Offices and enhances collaboration across sectors and divisions. The Director, Programme Group, guides UNICEF programmes and can commit the organization to programme strategies and approaches aligning with the goals and targets of the Strategic Plan, SDGs and universal Child Rights. |

| The position is in the Office of Emergency Programmes (EMOPS) under the Emergency Specialist (Reporting/Global Appeals Manager). The Office of Emergency Programmes has several objectives:
(a) strengthen preparedness and timely, effective and efficient response to humanitarian crises in varied contexts;
(b) strengthen sustained access to principled humanitarian assistance and protection for children affected by humanitarian crises, and
(c) strengthen strategic alliances, partnerships and advocacy for child-focused humanitarian action.
The position will support the EMOPS Director’s Office, specifically in data management, analysis and communications, and in delivering on its corporate reporting accountabilities. Under supervision and in regular consultation with the supervisor, support reports and data visualization, including web and graphic design. Support the delivery of EMOPS annual reports and regular data aggregation of country humanitarian responses throughout the year for better accountability and fundraising through UNICEF’s humanitarian appeal (Humanitarian Action for Children) and for the National Committee, donors, partners and other external audiences. |

| The Consultant will support the Child Protection Team in the following main areas of work and tasks in line with streamlining the system of integrated social services:
- One of the crucial target of the Poltava Oblast programme is to ensure the availability of a minimum package of Integrated Social Services and Benefits within municipalities and strengthen the alternative care system. The Consultant will work closely with Poltava Oblast Taskforce group, pilot hromadas, and the UNICEF team to develop and gradually update municipalities’ Action Plans, which will aim to create/improve human and institutional capabilities locally.
- Provide UNICEF with the latest child protection and social service sector updates to strengthen the municipality-based system of integrated social services.
- The Consultant will communicate regularly with partners in the field and update the UNICEF team, and direct supervisor on the overall progress of programme implementation, achievements, and constraints.
- The Better Care Oblast programme aims to support municipalities in equipping the workforce mandated to work with children. The Consultant will identify knowledge and skills gaps and suggest training themes for future consideration, multi-sectoral cooperation, and deepening the knowledge and skills of professionals across sectors.
- The Consultant will provide regular updates on programme progress in Poltava Oblasts and will be responsible for collecting data and regular reporting, including draft briefs, reports, and inputs to programme materials. The Consultant will work closely with and under the supervision of the UNICEF Team. |
