| The consultancy will support UNICEF and its partners in strengthening career guidance, employability, and skills development pathways for adolescents and youth in Poland, while contributing to regional Skills Alliance priorities.
The consultant will provide ongoing technical support to government and NGO partners to design, refine, and implement career guidance frameworks and tools, in particular tailored to the needs of migrant and refugee youth from Ukraine,, and will develop practical guidance notes and brief analytical summaries capturing progress, challenges, and lessons learned from supported initiatives. In parallel, the consultant will provide capacity strengthening and technical guidance on digital literacy, job‑specific skills, and alternative skills development pathways, and will support substantive discussions with the Ministry of National Education on youth learning‑to‑earning transitions.
The consultancy will also contribute to the effective functioning of the Skills Alliance in Poland and Ukraine through preparation of coordination notes, meeting summaries, action trackers, and inputs to joint plans and partnership frameworks, as well as support to the organisation of Skills Alliance meeting in Poland in Q3 2026. In addition, the consultant will coordinate and provide implementation support to UNICEF implementing partners, including work planning, progress and financial reporting, and tracking of deliverables in line with UNICEF and government requirements. |

3 Consultancies/Team of Consultants in Child Protection Section: documentation of alternative care models of care for refugee children evacuated from Ukraine, UNICEF RRO Poland, Warsaw (55working days)

| The objective of the assignment is to analytically document the alternative care models and protection mechanisms for refugee children who were evacuated from Ukrainian residential care to the Republic of Poland. The documentation will aim to identify good practices; lessons learnt and develop recommendations for the further development of the models in Poland and the potential utilization within the Better Care Reform in Ukraine. UNICEF is looking for an national individual consultant or a team of consultants (max 3).
The assignment will consist of:
-Documentation of the 3 alternative care models - process of development, standards of service provision and care, staffing and capacity building, management and funding, child safeguarding
-Identification of good practices and challenges
-Recommendations for further development of the models in Poland, including adaptation for future refugee influx and integration in the national alternative care
-Development of a package of documents to support the use of the models in the Better Care Reform in Ukraine.
The assignment will be implemented in close collaboration with UNICEF Refugee Response Office in Poland. |

| The Consultant will support UNICEF in coordinating education sector actors and liaising with the Ministry of National Education to ensure coherent and aligned education responses. The role will focus on supporting the gradual transition of coordination mechanisms to government leadership through structured planning and documentation. The Consultant will also act as UNICEF focal point for the Polish as a Second Language (PSL) task team, facilitating coordination and technical exchanges among stakeholders.
The Consultant will also lead UNICEF’s work on volunteering and youth engagement in the education sector, promoting meaningful and inclusive participation of adolescents and young people. This will include coordinating volunteering initiatives, supporting youth participation mechanisms, and working with partners to develop practical guidance and tools that strengthen youth engagement in education‑related activities.
A key role is also to serve as UNICEF’s focal point for engagement with local government counterparts, supporting coordination at subnational level. The assignment will focus on identifying and documenting effective education models and supporting their replication and scale‑up in alignment with national education policies and standards.
Lastly, the consultancy will also focus on coordinating and supporting the pre‑service teacher training partnership with the University of Silesia, ensuring effective planning, monitoring, and reporting. This will include developing work plans and timelines, track implementation progress, and preparing progress and financial reports. |
