| The consultancy will support UNICEF and its partners in strengthening career guidance, employability, and skills development pathways for adolescents and youth in Poland, while contributing to regional Skills Alliance priorities.
The consultant will provide ongoing technical support to government and NGO partners to design, refine, and implement career guidance frameworks and tools, in particular tailored to the needs of migrant and refugee youth from Ukraine,, and will develop practical guidance notes and brief analytical summaries capturing progress, challenges, and lessons learned from supported initiatives. In parallel, the consultant will provide capacity strengthening and technical guidance on digital literacy, job‑specific skills, and alternative skills development pathways, and will support substantive discussions with the Ministry of National Education on youth learning‑to‑earning transitions.
The consultancy will also contribute to the effective functioning of the Skills Alliance in Poland and Ukraine through preparation of coordination notes, meeting summaries, action trackers, and inputs to joint plans and partnership frameworks, as well as support to the organisation of Skills Alliance meeting in Poland in Q3 2026. | The objective of the assignment is to analytically document the alternative care models and protection mechanisms for refugee children who were evacuated from Ukrainian residential care to the Republic of Poland. The documentation will aim to identify good practices; lessons learnt and develop recommendations for the further development of the models in Poland and the potential utilization within the Better Care Reform in Ukraine. UNICEF is looking for an national individual consultant or a team of consultants (max 3).
The assignment will consist of:
-Documentation of the 3 alternative care models - process of development, standards of service provision and care, staffing and capacity building, management and funding, child safeguarding
-Identification of good practices and challenges
-Recommendations for further development of the models in Poland, including adaptation for future refugee influx and integration in the national alternative care
-Development of a package of documents to support the use of the models in the Better Care Reform in Ukraine.
