Since January 2021 UNICEF Eastern and Southern Africa has actively been involved with scaling cross and multi sectoral mental health and psychosocial support programmes in line with the current UNICEF Strategic Plan 2022 – 2025 and Regional Office Management Plan (ROMP) which identified child and adolescent mental health as a priority. In response to these plans UNICEF Eastern and Southern Africa Regional Office (ESARO) undertook a comprehensive situational analysis of the MHPSS regional landscape and in 2023 developed the first ever Regional Programme Note and a consolidated cross sectoral workplan (2023-2025).
The MHPSS Programme Note and associated workplan are strongly aligned to the UNICEF’s Strategic Plan, the Regional Operational Management Plan and Regional Collaboration for Children, the Core Commitments for Children and Global Multisectoral Operational Framework for Mental Health and Psychosocial Support of Children, Adolescents and Caregivers Across Settings. It was developed using the UNICEF Theory of Change to ensure conceptual alignment to UNICEFs global vision, however, remains a fully localized agenda driven by country office’s needs and supported by the regional office MHPSS Technical Working Group (TWG).
Under the supervision of the Chief of Child Protection, the Consultant will support the Child Protection programme of UNICEF Sri Lanka Country Office in providing high-level technical expertise to the Government of Sri Lanka in developing family-based care options under the alternative care policy framework, developing responses to most prominent drivers of institutionalization and provide support for enhancing family strengthening methodologies and services. This consultancy shall be engaged to provide the technical assistance needed for: (1) Conduct of the study and review of the PCB ECCD, and (2) Ensure use of the study and evidence to support development of policy and accountability framework, results and monitoring framework, and action plan/roadmap for the strengthening PCB, most particularly focused on ECD. The consultant shall be engaged and focus on the conducting the assessment of the PCB ECCD.
The consultant will be responsible in conducting an assessment/study which will aim to generate evidence that will support the government in improving budget strategy on PCB, particularly for the ECCD. Generating deeper and comprehensive analysis and insights to:
- Conduct review on the existing policy framework, processes and practices on PCB ECCD, including key gaps and challenges in policy, capacity, and coordination structures. Review shall also look into the alignment of PCB ECCD to existing ECD laws, guidelines, strategic plans, costed investment plans. The consultant is also expected to reference the findings from the EDCOM Reports.
- Generate evidence-based recommendations relevant towards strengthening PCB ECCD and its institutionalization including informing enhancements to policy and accountability mechanisms, results and monitoring framework, and governance structures.
- Identify potential areas for reforms and ways forward toward sustainability and strengthening of PCB ECCD as a budget strategy within the PFM systems.
