UNICEF’s core mission is to deliver measurable and sustainable results that improve the lives of children globally. In alignment with the 2022–2025 Strategic Plan (SP) and our continued commitment to strengthening results-based management (RBM), it is essential to reinforce the linkage between organizational results and the resources allocated to achieve them.
To support this objective, UNICEF is implementing the eZPLAN solution—an integral initiative designed to enhance strategic planning and optimize resource allocation. eZPLAN facilitates a more results-driven approach by aligning financial planning with expected outputs and outcomes, ensuring its full integration into existing programming processes and supporting the Strategic Plan both now and in future cycles.
This initiative will enhance evidence-based spending analysis and enable a shift in focus from inputs to the results those inputs are intended to achieve. In doing so, eZPLAN will replace the Integrated Budget Costing System (IBCS), providing a more accurate, efficient, and results-oriented framework for resource management.
The Play and Heal project is targeting children with mental health and psychosocial support needs following the 2023 earthquakes in Türkiye and Northwest Syria and the protracted humanitarian crisis and recent conflict escalation in Lebanon. The project supports the most vulnerable children, including refugee children, by integrating play based facilitated activities that target mental health outcomes in UNICEF's emergency response and Early Childhood Development, Education, and Child Protection Programmes, with the aim of providing children at risk of poor mental health with emotionally safe and healing experiences.
LEGO’s Play and Learn has been rolled out already in 2024 in the project’s target areas in Northwest Syria, earthquake affected areas of Türkiye, and southern Lebanon, in preparation for the training later in the year with the new Play and Heal model.
The Education Strategy (2019-30) ‘Every Child Learns’ identifies innovation as one of six programmatic approaches that has the potential to disrupt the conventional pace of expansion of education inputs and enable the improvement of learning. The Learning Passport (LP) is the flagship Digital Learning Programme of UNICEF, developed as a partnership between UNICEF and Microsoft. The Learning Passport delivers digital learning experiences to children around the world, in both connected and unconnected environments with 6m+ learners across 35+ countries, each with specific content needs and support.
The scale of the LP has created a surge in demand for technical assistance on programme monitoring and data analysis. This demand comes from Learning Passport implementing Country Offices (COs), Regional Offices (ROs), and HQ business units. The increased organizational focus on digital learning, specifically through the varying implementations of the Learning Passport, requires sustained technical capacity within the global team to meet the consistent and growing demands from implementing parties and the global Learning Passport user base. The global LP team wants to systemize evidence generation systems for the LP to understand what works, and under which conditions, as a priority activity that would accelerate the journey from the what to the how to improve learning outcomes.
The Programme Specialist provides technical guidance to UNICEF Myanmar to strengthen programme management to support an agile and strategic approach to expanding coverage of services and supplies, and in accordance with the Humanitarian Response Plan and other planning frameworks. The programme specialist works closely with Field Operations, the Emergency Unit, PME, and programme sections, to capture programming adjustments and to strengthen internal coordination.
The function also contributes to maintaining and enhancing the credibility and ability of UNICEF to fulfil Core Commitments for Children.
