UNICEF Pacific seeks to contract three evaluators/consultants with appropriate skills, expertise and capacities, to work as a team to conduct a formative evaluation of UNICEF VII pooled procurement mechanism in Pacific region countries. The evaluation will assess whether the VII pooled procurement mechanism is achieving the intended cohesiveness, efficiencies, and complementarities within UNICEF Pacific Island countries and territories (PICTs), and whether all efforts are positioned to advance the goal for every child to survive and thrive, with access to nutritious diets, quality health care, nurturing practices and essential supplies. The consultancy is for 140 working days divided between the three consultants, spread over a 5-month period. Contracts will be issued on an individual basis.
In response to these challenges, UNICEF is undertaking a research program aimed at contributing to policy discussions and the development of actionable responses to better protect children’s rights in the context of the debt crisis in lower and lower-middle income countries. This research seeks to (i) assess and articulate the impacts of the current debt situation on children and (ii) explore policy approaches to debt management and restructuring that prioritize child outcomes and the long-term benefits of investing in human capital.
To support this work UNICEF is seeking a subject matter expert to develop a background paper as a foundation of a chapter for a final book to investigate the role of IMF social safeguarding approaches in protecting and promoting child development.
A consultant is required to carry out two strands of work.
