UNICEF Pacific is in search of a dedicated and proactive international consultant. The consultancy is for a period of 50 working days spread over 5 months. S/he will be based remotely for the entire duration of the assignment and providing support in the preparation of the Pacific Climate Change Initiative and Resilient Education Programme Proposal. The consultant will be responsible for the drafting, developing, refining and consolidating inputs from various colleagues and/or stakeholders for the proposal, ensuring the final document is aligned with UNICEF and specific donor requirements and reflecting country priorities. S/he will work closely with UNICEF staff in Pacific Multi-Country Office and UNICEF Offices and focal points in Fiji; FSM, Kiribati and Solomon offices as well as the Ministries of Education, Regional Bodies working on Climate Resilient Education and Infrastructure and other partners as needed. The assignment will provide dedicated writing support for Goal Area 1 (Health) reporting, including the Annual Report, Executive Director’s Annual Report (EDAR), Results Assessment Module (RAM) narratives, speechwriting for the Executive Director and Regional Directors for health-related events, and the World Fit for Children Sustainable Development Goal (SDG) Report – Health.
The year 2025 marks the final year of implementation of UNICEF’s Strategic Plan 2022–2025. The Global Education Practice requires dedicated capacity to ensure effective planning and reporting in support of delivering on UNICEF’s new strategic plan 2026-2029 and the Education Strategy. Over three years, five implementing partners (IPs) will open around 1.4k new Early learning programmes (ELPs) and support around 600 existing ones throughout the country. The Outcomes fund is a form of outcomes-based financing, wherein payment to IPs is dependent on their progress towards pre-specified target outcomes. Under this model, EOF, IPs, and pre-financers providing working capital and performance management to the IPs, will frequently collect monitoring and evaluation data related to the interventions.
Fund 1.0 was developed as a way to learn about how to improve ECCE quality, to provide space for innovation, and as an opportunity for the DBE to broaden partnerships with non-state ECCE providers. Towards the scaling objectives of the 2030 ECD strategy and as outlined in the Bana Pele Blueprint, the DBE and EOF are interested in surfacing learnings from Fund 1.0 to inform the design of a future outcomes fund (“ELP Fund 2.0”). To support that effort, EOF is looking to collaborate with a consultant who will serve as a full-time member of the South Africa country team, to lead the learning, scaling, and evidence synthesis agenda for Fund 1.0.

For external knowledge management, the consultant will: a) provide quarterly updates to the Division of Global Communication and Advocacy (DGCA) on any changes to Health content on unicef.org; and b) support the development and management of selected external communication portals, including the Knowledge at UNICEF platform hosted by DAPM.
