This consultancy is an opportunity to support UNICEF Serbia in strengthening systems to prevent and respond to violence against children, with a particular focus on child marriage and the prevention of sexual exploitation and abuse (SEA). The consultant will support national and community‑level initiatives aimed at ending child marriage, especially within Roma communities, by strengthening advocacy, partnerships and the work of the National Coalition to End Child Marriage. The role will also contribute to building safe, inclusive youth spaces through safeguarding and PSEA standards, and to advancing child protection in the digital environment, aligned with Serbia’s youth and child protection priorities.

Reporting to the Deputy Representative, the role provides overall leadership for policy dialogue, advocacy, and programme delivery aimed at reducing child poverty, strengthening social protection systems, and improving child‑focused public investments. The Chief of Social Policy leads and develops a Social Policy team, ensuring high performance, strong collaboration, and results‑driven delivery across sectors. The role works closely with government counterparts, donors, civil society, and UN partners to strengthen governance, decentralization, accountability, and community participation. It also supports integrated programming with education, health, child protection, and WASH teams to maximize impact for children. The Representative serves as the accredited representative of UNICEF in the country and reports to the Regional Director for general direction and oversight. The Representative is responsible for establishing dialogue with the Government to develop the framework of cooperation in the country and for working closely and collaboratively with the Government and national institutions, stakeholders and partners, to develop the Government-UNICEF Country Programme of Cooperation in active support of efforts to advance children’s rights as established under the Convention on the Rights of the Child, other international treaties/frameworks, the SDGs, and UN intergovernmental bodies.
As head of a medium size Country Office, the Representative is responsible for providing leadership and vision to the UNICEF Country Office team in managing and leveraging resources for the achievement of results and realization of the rights of children. The Representative leads and oversees the various programme sectors and operations teams ensuring delivery of quality results in accordance with UNICEF’s Strategic Plans, standards of performance and accountability framework, ethics and integrity.
