How can you make a difference? 

1- Policy, procedures and strategies
- Supports the supervisor and the head of the office, and updates staff on administrative policies, procedures, rules, and regulations. Implements the appropriate application and interpretation of administrative rules, regulations, policies, and procedures.
- Makes specific recommendations on the improvement of systems and internal controls, planning, restructuring and resolution of sensitive issues, considering the prevailing conditions in the locality.
- Keeps supervisor abreast of potential problem areas and identifies and recommends solutions. Prepares reports on administrative matters as required.
- Provides administrative support and services to sub-offices makes appropriate recommendations where applicable.
2 - Budget Management
- Monitors the budget in close coordination with the supervisor to ensure that objectives stipulated in the fiscal year are realized for smooth operations of the country office including sub-offices.
3 - Administrative support and premises management
- Supports the Inter-Agency Operations Management Team's approaches for enhancing UN common services to attain efficiency and effectiveness.
- Administers matters relating to office premises, new construction projects or renovations, and services with UN agencies.
- Manage all MoUs from UNICEF and from other UN entities when hosting UNICEF : renewal, monitoring of payments, justification of expenditures.
- Monitors as a Focal point, premises information System in Fiori in conjunction with DFAM/ UNDCO
- Monitors as a Focal point, the various accounts closure and similar activities in collaboration with the supervisor and DFAM
- Any other assigned administrative management responsibilities and services are effectively carried out and delivered

EDUCATION :
First University Degree (Bachelor/License)
WORK EXPERIENCE
Two (2) years of relevant professional work experience in Administration/Management, Finance, Accounting, ICT, Human Resources, Supply or any other relevant function in general with specific experience in the areas of office and Operations Management, Administrative Service Management's goals, visions and strategies.
LANGUAGES
Fluency in French and good working knowledge of English required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
