In 2023, UNICEF Cote d’Ivoire launched an ambitious and innovative UN Joint Programme with UNICEF, ILO (International Labour Organization) and IOM (International Organization for Migration)), supported by two donors (EU, and Switzerland) and involving 11 sections within the Cote d’Ivoire Country Office (Child Protection, Education, Nutrition, Health, WASH, Social Policy, Social Behavioral Change, Adolescents, Partnerships, Communication, Programme Monitoring and Evaluation). The programme combines two pillars, namely, pillar 1 – eliminating child labour in one of the primary cocoa production regions and pillar 2 – promoting youth engagement and employability in the North of Cote d’Ivoire (this pillar forms part of the Adolescent’s team response to the Sahel L2 emergency, as it contributes directly to the implementation of the UN resilience plan in the north of Cote d’Ivoire).
Due to the complexity linked to the variety of stakeholders directly involved (Government, UN, NGOs, private sector, donors), the programme requires additional support to facilitate coordination, collaboration and synergie, particularly with the UN agencies, donors and other external stakeholders (particularly those related to the cocoa sector, including beyond the UNJP). Also, quality documentation of implementation and knowledge management are key aspects of the programme. which also require additional support.
Hence, UNICEF, ILO and IOM have decided to strengthen the programme team with support from a consultant dedicated to facilitating coordination of the programme among stakeholders and partners and ensuring joint monitoring of implementation, as well as supporting knowledge management activities. The nature of the work (e.g. supporting the organization of meetings, storing project files in a safe space, etc.) requires access to UNICEF email account. For what concerns the location the consultant will be based in UNICEF office but visiting regularly ILO and OIM offices in Cote d’Ivoire.
The consultant will work under the direct supervision of the Deputy Representative and in close collaboration with UNICEF programme and cross-sectoral colleagues as well as with ILO and IOM technical teams.
How can you make a difference?
The consultant will be:
Support the UNJP on both pillars (Pillar 1 – ENACTE Elimination of Child Labour in the Nawa region and Pillar 2 – “Generation Sans Limites” in the north):
• Interagency programme coordination between UNICEF – ILO – IOM technical teams, including supporting the organization of regular coordination meetings (e.g. UNJP steering committee, technical meetings, etc.) documenting the discussions and decisions taken, consolidating inputs and preparing reports (both narrative and financial) through monitoring of progress and achievements (project advancement reports, budget monitoring and key communication material).
• Support UNICEF, ILO and IOM in the implementation of key activities and monitoring and evaluation of progress including through contribution to analyses of programme needs, developing tools for M&E, supporting dialogue and exchange of information with key external stakeholders (such as UNJP partners and cocoa-related institutions and the private sector at national and regional levels to encourage synergies).
• Support the development of various programme related communication and knowledge management materials to facilitate consultations with key stakeholders and increase the visibility of the knowledge and the evidence generated by the programme.
Beyond the UNJP:
Support other business engagement efforts (focus on cocoa) for other projects (RVO subvention, Work No Child Business…) including supporting the development of studies (ongoing study on farmers’ health and impact on child labour or other research efforts related to the issue of child labour in cocoa)
· Support UNICEF cocoa-related advocacy efforts on child rights and business including facilitating the collaboration and input consolidation (among UNICEF internal national and international stakeholders and other UN agencies) to ensure adequate participation in multi-stakeholder dialogues such as ICI (International Cocoa Initiative), CLCCG (Child Labour Cocoa Coordinating Group), Task Force of TFPs on sustainable cocoa, ISCOs.
· Participate in external meetings as necessary, following the authorization of the Country Office Management.
To qualify as an advocate for every child you will have…

At least five (5) years of relevant professional experience in project management, coordination and M&E

Working experience with the UN system and familiarity with UNJP required

International background with working experience in Côte d’Ivoire is considered an asset

Working experience with the private sector required

Familiarity with cocoa sector stakeholders in Cote d’Ivoire required

Fluency in both English and French is required (C1 level).

Experience with sustainable development

Proven ability to work with / coordinate different stakeholders including both public and private

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
