The Social Policy Officer would provide technical support and facilitation in all stages of social policy programming and related advocacy, with a primary focus on the design, oversight, and quality assurance of UNICEF’s Humanitarian Cash Transfer (HCT) portfolio by ensuring the effective use and strategic integration of HCT and the development of a dedicated child cash grant as both an emergency response modality and consolidated cash programming within the office.
Since the outbreak of the war in Ukraine on 24 February 2022, 6.4 million refugees have been displaced, with 1.6 million settling in Poland. Refugee women and children represent the majority of this population. As of February 2025, there are over 360,000 Ukrainian refugee children in Poland, nearly half of whom are enrolled in Polish schools. To respond to this crisis, UNICEF established a Refugee Response Office in Poland and partnered with national and municipal authorities, as well as local NGOs, to provide critical support to affected communities. Through this consultancy, UNICEF will support the Ministry of National Education (MoNE) in coordinating, implementing, and monitoring additional support services under the “Accessible School for All” (ASA) project — a key UNICEF priority for 2026. The consultant will work closely with the Educational Research Institute (IBE) to ensure effective implementation and alignment with project objectives. Additionally, UNICEF is partnering with the Centre for Education Development (ORE) on a national antibullying programme.
