For every child, Hope

In Mali, children face a variety and multiple forms of abuse, violence and exploitation, including those who are on the move and affected by the crisis. The humanitarian crisis that Mali has experienced since 2012 further impacted the lives of children and their families. Families and children, including unaccompanied children, continue to move for safety reasons, or for (temporary) work opportunities or for transit purposes. As a result, children face family separation, exploitation, child labor, recruitment into armed groups, trafficking, smuggling, sexual violence, and a lack of basic services, while existing child protection concerns have further exacerbated. Children are exposed to these multiple vulnerabilities and risks in an extremely weak protective environment where basic social welfare services are weak and traditional community-based child protection mechanisms have been disrupted.

How can you make a difference? 

Under the supervision of the Deputy Representative, the incumbent will work closely with all sections in Mali CO and interact closely with Government, donors, NGO and private sector partners. The incumbent will provide strategic and technical guidance in the areas of programme planning, review and reporting; programme implementation and performance monitoring; evidence generation/evaluation; and knowledge management. This post will play a critical role in strengthening UN-wide planning, monitoring and reporting in the in support of the achievement of UNDAF outcomes, as well as in monitoring the implementation of the SDGs

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education: Advanced university degree in social sciences, economics or other relevant disciplines
• Work Experience: At least Minimum of eight (8) years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities.
• Developing country work experience and/or familiarity with emergency is required.
• At least one instance of exposure to emergency programming, including preparedness planning and response.
• Active involvement in a humanitarian crisis response programme preferred.
• Experience in sensitive and complex situations and/or in an integrated mission setting (i.e. program criticality, RIP) ; championing Value-for Money (VfM) thinking with experience on result-based management (RBM); encouraging a bottom up/top down approach with field offices – experience as chief field office would be an asset; team leadership (at least 2-3 years managerial experience at P4 level) with capacity to manage a team and exercise duty of care. .
• Language Requirements: Fluency in English and French required. Knowledge of another UN language is an added asset

Desirables:

• Developing country work experience and/or familiarity with emergency.

Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
