UNICEF is committed to addressing malnutrition—encompassing both undernutrition and the growing concerns of overweight and obesity—throughout the life cycle. To support governments in developing comprehensive policies for school-age children, UNICEF proposes the use of the Nutrition Environment Assessment Tool for Schools (NEAT-S). This tool will facilitate the assessment of school nutrition policies, interventions, and programs, generating evidence to inform government policy and support ongoing monitoring efforts.

To support this assessment, the UNICEF Europe and Central Asia (ECA) Regional Office has engaged an academic institution as the overall technical lead and coordinator for the school nutrition environment assessment. Additionally, the Ministry of Health and Medical Industry of Turkmenistan (MoHMI) has requested specific support from UNICEF in assessing policies and programs related to the food environment in and around schools.

How can you make a difference? 

The main purposes of the consultancy support are:

  • To assess school nutrition policies, interventions, and programmes in a selected number of schools in 5 velayats of the country.
  • To provide technical support to the Ministry of Health and Ministry of Education in Turkmenistan for the drafting of school food policy briefs and advocacy materials for improving the school food environment.

To qualify as an advocate for every child you will have… 

  • Advanced degree in statistics, medical sciences or STEM sciences with knowledge of data collection, data cleaning and analysis 
  • Knowledge and skills in adapting and conducting surveys, questionnaires, fieldwork, and big data analysis with report writing in educational or health settings. 
  • Minimum of 5 years of relevant professional experience in the above areas. 
  • Knowledge of United Nations human and child rights standards, UNICEF’s values and ethical standards; Cultural, gender, religion, race, nationality, and age sensitivity and adaptability.
  • Demonstrated experience in the Europe and Central Asia region as a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
