How can you make a difference?
The Ethics Manager is a member of the Ethics Office senior management reporting to the Director of the Ethics Office and, when required, serving as an Officer in Charge in the absence of senior managers of the Ethics Office. The Ethics Manager assists in managing and supervising junior staff as well as consultants in the office. The role involves supporting the Ethics Office senior management in running the office as well as taking a proactive role in fostering staff awareness of UNICEF standards on ethical behavior, the prevention of conflicts of interest, proper conduct and sound business practices in accordance with the United Nations Regulatory Framework. A significant function of the position is to advise management and staff in promoting an organizational culture and work environment characterized by high ethical standards and in full compliance with the UN Regulatory Framework.
Key functions, accountabilities, and related duties/tasks

Policy/Advocacy: The Ethics Manager, responsible for formulating, reviewing and disseminating ethics related policies and providing guidance related to ethical issues (including workplace issues, retaliation, conflicts of interest, outside activities, financial disclosure etc.) in accordance with the standards of conduct and core values prescribed for all UN staff. This includes an advocacy role in promoting ethics and a culture of integrity within UNICEF and coordinating with relevant internal units (such as organizational culture, investigations and audit, communications, human resources, etc.), as appropriate, as well as with the Ethics Office within the United Nations Secretariat and other UN agencies, funds and programs. This includes participation in relevant inter agency fora and facilitating where applicable an aligned position with other UN entities.

Advice to Management: The Ethics Manager in collaboration with the Ethics Office senior management provide guidance to UNICEF managers to ensure that UNICEF's policies, procedures, and practices reinforce and promote the ethical standards under the UN Charter, and that the ethical standards pertaining to employment with UNICEF are clearly understood by staff.

Prevention & Outreach: Raise staff awareness of expected ethical standards and behavior; within the context of oversight as well as human resources development policies, strategies and programs and in close cooperation with the respective human resources and oversight organizational units. Responsible for increasing awareness of UNICEF's values, the standards of conduct and procedures through orientation, learning and induction programs, and relevant communication means to provide a continuous reinforcement of an ethical work environment in UNICEF.

Advice to Staff: Provide staff with guidance on specific ethics related policy and practice issues and queries, including conflicts of interest, financial disclosure, and protection against retaliation.

Receiving complaints of Retaliation: in accordance with the UNICEF's protection policy against retaliation, work with the Ethics Office senior management to receive complaints of retaliation, make a prima facie determination whether there is a credible case of retaliation or a threat of retaliation, and refer cases where such a determination is made to the Office of Internal Audit and Investigations for further investigation.

Financial Disclosure: responsible for strategic development and implementation of UNICEF's Financial Disclosure Program. Facilitates the identification of staff members required to file financial disclosures within the applicable policies/guidelines and ensures staff understanding of and full compliance with the requirements of the financial disclosure program.

Reporting: leads the gathering of data, analysis and drafting of the initial Ethics Office annual report for review by the Ethics Office senior management for presentation by the Director of Ethics to the Executive Board.

Additional responsibilities: carry out any other tasks assigned by the Director to support the efficient functioning of the Ethics Office.

Minimum requirements:
Education: Advanced University Degree in law, criminal justice, social sciences (e.g. industrial psychology, industrial labour relations) or other relevant field and any other related fields.
Work Experience:
- A minimum of 8 years professional work experience including 5 years of progressively responsible experience in the field of corporate or business ethics and related fields, preferably in the international arena.
- Significant experience in leading and conducting outreach and training and facilitating dialogues on ethics or related subjects, especially in the field is required.
- Direct case handling experience in providing advice and guidance on conflicts of interest, outside activities, harassment, abuse etc;
- Fluency and ability to deliver presentations and conduct sensitive conversations in French, Spanish and/or other languages widely used in particular regions/COs;
- Deep familiarity with policies, frameworks and processes on international civil service code of conduct, values charter, misconduct and disciplinary matters;
- Excellent report drafting and analysis; interviewing and counselling skills; effective and emphatic listening competencies.
- Experience in handling confidentiality concerns and assurances, exercising good judgment and discretion in dealing with sensitive issues, and familiarity with retaliation, reprisal and protection considerations;
- Demonstrated ability to make sound judgements and ability to communicate advise with authority; Demonstrated ability to make sound judgements and ability to communicate advise with authority;

Proven conceptual, analytical and evaluative skills and an ability to conduct independent research and analysis;

Experience and demonstrated sensitivity in working with cross cultural aspects of human relations and the ability to influence appropriately;

Excellent communications skills;
Language Requirements: Fluency in English is required.
Desirables:
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish)
- Developing country work experience and/or familiarity with emergency
- Knowledge of current industry best practices relating to corporate ethics and business conduct/practice would be an asset
- Work in and exposure to multiple international organizational settings, culture and regulatory frameworks is an advantage
