How can you make a difference? 

Background: 

 

As part of kfw recovery grant and in support of advancing early childhood development services at the local level, UNICEF supported the roll-out of the universal progressive home-visiting recovery model in priority hromadas, benefitting over 13,000 children and their caregivers in 2024. To complement early childhood development services provided at home with those provided at primary health care facilities, UNICEF supported the establishment of ‘child-friendly spaces’ in 80 ambulatories from 29 primary health care facilities in priority hromadas according to a UNICEF standard design. As part of this, a total of 77 child friend spaces are currently being rehabilitated, covering a population of 184,536 children and women in priority hromadas. In 2025, UNICEF aims to support the next batch of 90 PHCFs in 44 hromadas with light rehabilitation of  CFSs, namely immunization room, breastfeeding area, , child developmental space, nursing room, waiting area, sanitary rooms, their equipping and distribution of trainings. Based on lessons learned from 2024, taking into consideration the amount of administrative paper work, engagement with facility managers and hromada authorities and coordination with the engineering unit , additional technical support to health section is vital to ensure proper planning, implementation  and  monitoring of the CFS rehabilitation to ensure timely completion of kfw results and targets.

In addition, support from a national consultant is needed to assist the Health team in coordinating the training of trainers and the rollout of child development training for health professionals within Ukraine's primary healthcare system.

Purpose of assignment:  

The objective of this consultancy is to support the health and nutrition section with the following:

Child Friendly Spaces (CFS)

The consultant will support the identification of health facilities for the rehabilitation of CFS  based on a needs assessment. This support will include

  • Data analysis and sites visits to identify locations for CFSs  based on inclusion criterias;
  • Accompany the construction team with assessment visits;
  • Development of documentation and provide critical review of plans and scope of construction works a and their alignment with CFS guideline;
  • Collecting needs with furniture and equipment and supporting with procurement and distribution;
  • Regular supervision visits to sites to monitor progress
  • Preparation of trip reports
  • Organization and participation in regular meetings with UNICEF H&N team and construction unit;
  • Analysis of the data and preparation of reports and lessons learned.

Roll out of Guide for Monitoring Child development as a part of Child development monitoring

  • Support the coordination of the Training of trainers on Child development monitoring
  • Coordinate the roll out of health care professionals in consultation with ECD specialist and field office colleagues

Expected results 

  1. Identification of locations (approximately 90 locations based on current unit price) for CFSs in PHCFs  after data review and assessment visits
  2. Alignment of scope of works and CFS concept for each site to be completed.
  3. All documentation for supply team is prepared, verified, signed and submitted to construction and supply team
  4. Supervision and monitoring visits to sites conducted and final report provided
  5.  the training of trainers on using GMCD for child development monitoring is coordinated with FO
  6.  the training of health care professionals on using GMCD for child developmental monitoring is coordinated

Roles and responsibilities

The consultant will collaborate closely with the Health Specialist, ECD Specialist and CFO Health officer over the whole period to deliver expected results aligned with CFS concept.

The package of required documents for each of sites is prepared and submitted to supply team for proceeding with construction contracts – based on scope of works and principles and guidelines on CFS to align the scope of work to the standard template for each of site, to support health and nutrition and construction teams to prepare the final list of documents for initiation of construction works

  1. Minimum 40 monitoring reports prepared and submitted to H&N team –  based on instructions provided by the health specialist,  selected 30 sites at least in the central zone, 5 sites in Dnipro AOR, 5 sites in Poltava AOR should be visited with monitoring visits during construction process with clear observations, challenges and recommendations

* Before any field mission, Safe and Secure Approaches in Field Environments (SSAFE) and Individual First Aid Kit (IFAK) trainings must be completed. The 4-day training schedule must be agreed upon with the security team.

To qualify as an advocate for every child you will have… 

Education: Master’s degree from one of the following fields is required: medical science, maternal and child health, nutrition, public health, epidemiology, global/ international health, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology. An advanced university degree in any of the above programmes is an asset.

Professional experience:

  • A minimum of two (2) years of relevant experience, at the national and/or international levels, in health and nutrition programmes.
  • Understanding of development and humanitarian work, previous working experience in this field is an asset.

Languages: 

  • English: Upper-intermediate [B2];
  • Ukrainian:  Proficient/Native [C2].

Core competencies:

  1. Knowledge of early childhood development principles and WHO/UNICEF nurturing care framework, including health, nutrition, immunization, and responsive caregiving.
  2. Experience in developing and delivering of MCNH, programme in Ukraine.
  3. Understanding of the national health care system and specifically at primary health care level.
  4. Ability to deliver high-quality outputs within tight deadlines.
  5. Excellent English writing skills
