About the Country and Programme Context

UNICEF’s Division of Global Communication and Advocacy (GCA) plays a pivotal role in shaping public perception, mobilizing resources, and advocating for children's rights worldwide. As part of this dynamic division, the Human Resources team ensures the recruitment, development, and well-being of staff who drive UNICEF’s mission forward. This role operates within UNICEF’s global headquarters, working across regions to support HR initiatives that enhance workforce planning, talent acquisition, and staff engagement. The HR Officer (P2) will contribute to strengthening HR services within GCA by providing strategic support on recruitment processes, learning and development programs, and staff well-being initiatives. UNICEF works in over 190 countries and territories, partnering with governments, civil society, and the private sector to deliver life-changing programs for children. In this global context, the HR function is critical in ensuring that UNICEF attracts, retains, and supports top talent dedicated to improving the lives of children and communities worldwide. This position offers an exciting opportunity to gain exposure to international HR operations, collaborate with diverse teams, and contribute to impactful workforce strategies within a leading humanitarian organization. 

Purpose for the job 

The HR Officer reports to the HR Manager for close guidance, training and supervision. The Officer provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures. This role will focus primarily in the providing technical support and guidance to the Generic Vacancy Announcements launched in the Division as well a play a key role in implementing the Division Staff Support Plan designed as a result of the OMP results.

To qualify as an advocate for every child you will have… 

  • Minimum requirements 
        1. Education: Bachelor or equivalent (First Level University Degree) in Human Resources Management , human resource management, business management, international relations, psychology and any other related fields.
        2. Work Experience: At Least 2 years of relevant work experience in Human Resources , Human Resources Officer, Business Partnering, Strategic Human Resources, Implementation of HR Services, Learning and Capacity Development, HR Data Analytics.
        3. Skills: Project Management, Planning and Organizing, HR Applications, HR Business Partnering
        4. Language Requirements : Fluency in English is required. 

 

  • Desirables
      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language
      2. Change Management, career support, UN experience, UNICEF experience
      3. Developing country work experience and/or familiarity with emergencies.

Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Remarks: 

As per Article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.

Visa residence requirements: i.e. UNICEF shall not facilitate the issuance of a visa and working authorization for candidates under consideration for positions at the national officer and general service category. 

All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process. An internal candidate performing at the level of the post in the relevant functional area, or an internal/external candidate in the corresponding Talent Group, may be selected, if suitable for the post, without assessment of other candidates.
