How can you make a difference?
Under supervision of the Chief Social Policy, Monitoring and Evaluation (SPME), to support the monitoring and analysis of child and climate budgets, strengthening its capacity of policy makers to effectively allocate and track resources for these critical areas.
WORK ASSIGNMENT:
1. Analyze relevant budget documents, including the relevant Ministries' budget line from 2023-2025, to identify child and climate-related allocations. Verify their correctness against the SoP. Assess the alignment of budget allocations for ministries with relevant policies, plan of actions and strategies related to children and climate change. The consultant will be expected to map the budget lines under child and climate change markers, their objectives, and track the overlap between the child and climate change markers. He/ she is supposed to coordinate with the UNICEF Office and technical consultants (international) on the mapping exercise to bring efficiency into the process.
2. - Provide technical support to the Ministry of Finance on budget tagging for children and CCA.
- Collaborate with UNICEF’s Child Protection Section to identify allocations in line with UN guidance on violence against children.
- Analyze budget data for children and climate change to support the development of transparency tools.
- Contribute inputs to the Marker Book and Budget Report Book, specifically in sections related to children and climate change.
3. - Develop indicators for monitoring the effectiveness of child and climate-related programs.
- Coordinate with the INDDICA, INETL, Municipalities and Ministries to identify the training needs.
- Develop a training package/materials, including a presentation on budget markers and their use.
4. - Facilitate training and technical assistance to government officials on child and climate budget analysis.
- Facilitate workshops and seminars to disseminate best practices and lessons learned.
5. - Undertake a first-hand analysis of the budget data for children and climate change and provide inputs to integrate them into the Budget Marker book, including the citizens.
- Attend at least three to four municipality-level workshops and support the MoF in sharing the key findings on children and CCA budgeting.
6. - Prepare reports on the findings of the budget analysis, including recommendations for improving budget allocations and effectiveness.
- Present findings to relevant government stakeholders.
7. - Develop a draft structure of the brief in discussion with the UNICEF section. Discuss with the Ministry for additional information.
- Develop the brief to be validated by UNICEF.
8. - Provide technical support to the Ministry of Finance on budget tagging for children and CCA.

DELIVERABLES:
- Methodology Report: Documenting the methodologies for tracking and analyzing the child and climate budget. A detailed report, including the methodology on the child and climate change budget data.
- Budget Development Support & Transparency Contributions.
- Training Materials and Reports: Training modules, presentations, and reports on training to be conducted for Government officials on child and CCA markers.
- Organize capacity-building workshops for Climate change and Child Markers, in discussion with MoF and other key stakeholders (including drafting concept note, developing training package and report from the workshop).
- Support the Citizen’s budget report and its dissemination by analyzing the status of key indicators and budget allocations.
- Budget Brief on Children and Climate Change – Analytical report on PFM and climate change in Timor-Leste.
- Develop one (first) sectoral budget brief for UNICEF (Education/ Child Protection/ Social Protection in the context of climate change – the area will be jointly agreed between UNICEF and the consultant in discussion with the MoF.
- Budget Development Support & Transparency Contributions.
- Develop one sectoral budget brief (second) for UNICEF (Education/ Child Protection/ Social Protection in the context of climate change – the area will be jointly agreed between UNICEF and the consultant in discussion with the MoFH).
To qualify as an advocate for every child you will have…
- Advanced degree/master's degree in public finance, economics, climate finance, development studies, or a related field.
- Minimum 5 years of experience in public financial management, development financing, budget analysis, and expenditure tracking. Demonstrated experience in child budgeting and/or climate budgeting, preferably in a developing country context.
- Substantive experience in national budget and planning processes, green finance, national climate change policies, or related field.
- Practical experience and knowledge of the Timor Leste budgeting system, including budget formulation and classifications/tagging systems, chart of accounts, etc.
- Strong understanding of government budget processes and PFM systems in the Timor-Leste context.
- Excellent analytical, writing, and communication skills. Experience in capacity building.
- Fluent speaking and written skills in the local language and English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
