TERMS OF REFERENCE (TOR) INTERNATIONAL  SENIOR CONSULTANT – DEVELOPMENT AND PILOT OF AN INTEGRATED SCHOOL MANAGEMENT AND EARLY WARNING SYSTEM MODEL FOR THE SAHRAWI REFUGEE EDUCATION CONTEXT

Supervision: The consultant will report to the Chief Field Office in Tindouf, with technical oversight from the Deputy Representative, and coordinate with both the Education Specialist in Tindouf and in Algiers to align with education priorities and field implementation.

Analytical report synthesizing literature and good practices on inclusive school leadership, student retention, change management, community engagement, and ethical leadership (with South–South references).

Month 3

Field Assessment Report

Findings from school visits, interviews, and community consultation mapping strengths, gaps, enablers, and bottlenecks for school leadership and dropout prevention.

Month 4

Draft Design of Integrated Model

Prototype of the dual-component approach: inclusive school management model + Early Warning System (EWS) package. Includes draft tools and guidance notes.

Month 5

Pre-Pilot Package

Finalized and validated tools, templates, and guidelines for piloting the integrated model in 10 schools. Includes: training modules, risk indicators, referral pathways, self-assessment and planning tools.

Month 6

Pilot Phase Launch Report

Implementation of pilot phase in 10 schools. Report includes training activities, school-level plans, initial observations, and stakeholder feedback mechanisms.

Month 7

Mid-Pilot Feedback Note

Analysis of real-time feedback from pilot schools (school staff, students, families, education partners). Includes early refinements to tools and process documentation.

Month 8

Refined Integrated Model (v2)

Updated tools and methodology incorporating feedback from pilot phase, including gender/disability-responsive components and sustainability enhancements.

Month 9

User Toolkit & Visual Aids

Development of a user-friendly pocket guide, quick reference tools, and digital/print-ready visuals for school directors, teachers, and education community reps.

Month 10

Validation Workshop & Scale-up Roadmap

Facilitation of national validation workshop with Sahrawi authorities and partners. Includes finalized model, endorsed roadmap for scale-up, and institutional integration plan.

Month 11

Final Technical Report & Presentation

Comprehensive final report summarizing the entire consultancy, lessons learned, and recommendations for UNICEF and education partners. Includes all tools, annexes, and presentation materials for dissemination.

 

6. Qualifications and experience

  • Advanced university degree in Education, Social Sciences, Public administration, or relevant disciplines.
  • At least 6 years’ experience in strategic planning, and analysis, programming design in public management and systems strengthening within development countries and/or emergency settings.
  • Demonstrable previous working experience in designing capacity building and management tools in the area of Education.
  • Proven ability to work consultatively under tight timelines.
  • Proven ability to build consensus among a broad range of high-level and technical stakeholders including UN, development partners, civil society, and government both from within and outside the sector.
  • English and Spanish or Arabic required. French constitutes a very strong asset.

7. Location and Duration

  • The assignment will start in September 2025 for a total duration of 11 months.
  • The assignment will be structured in two phases:
  • Phase 1 (6 months): design, initial implementation and piloting.
  • Phase 2 (5 months): analysis, refinement, final validation and roadmap development.
  • The consultancy timeline may include a natural pause or adjustment period, depending on the academic calendar and school availability. If necessary, the implementation schedule may be adapted in coordination with education authorities to align with school cycles and ensure meaningful participation.
  • The assignment will follow a hybrid format, combining field missions to Tindouf and Algiers with periods of remote work. The exact schedule will be coordinated with UNICEF Algeria, based on field needs and operational feasibility.
  • All mission costs will be covered in accordance with UNICEF travel policy.

8. Management

The consultant will report primarily to the Chief of Field Office in Tindouf, under the overall technical oversight of UNICEF’s Deputy Representative. Coordination with both, the Education Specialist in Tindouf and Algiers will be ensured for alignment with ongoing education priorities and field-level implementation.

9. Documents to be provided upon submission

The candidate must include in their application:

- A technical proposal including

(i) an introduction on understanding the Terms of Reference, including any comments

(ii) the recommended methodology for completing the work

(iii) a timeline for completing the various tasks

(iv) a letter outlining the strengths the expert believes they possess to successfully complete this work (academic training, professional experience, similar research work, etc.).

- A financial offer proposing

(i) the desired rate of remuneration, specifying and considering deliverables timelines

Technical Criteria (Max: 80 points)

1. Global Technical Offer-30 points

Quality, coherence, and relevance of the technical proposal to the TOR objectives (school management + EWS in primary education).

Integration of gender, equity, and inclusion aspects.

Realistic, well-sequenced workplan and deliverables.

Clear alignment with humanitarian-development nexus and Sahrawi context.

2. Consultant Profile- 30 points

Educational background

At least 6 years’ experience in strategic planning, and analysis, programming design in public management and systems strengthening within developing countries. Experience on emergency settings constitutes an asset.

Proven ability to build consensus among a broad range of high-level and technical stakeholders

English and Spanish or Arabic required. French constitutes a very strong asset.

3. Methodology- 20 points

Clarity, feasibility and appropriateness of the methodology for both school management and EWS components.

Adaptability to local context and capacity for stakeholder engagement (students, families, authorities).

Use of participatory, inclusive, and iterative tools.

Practicality of proposed tools and level of innovation.

Financial Criteria (Max: 20 points)

Total proposed fees and breakdown by deliverable

Cost-efficiency and value for money relative to expected deliverables.

Clarity and details of financial proposal.

 

Financial offers will only be evaluated for candidates who have obtained at least 65 points in the technical evaluation.

Any incomplete application will be considered ineligible.

The consultant will be recruited on the basis of an individual contract.
