This Terms of Reference outlines the scope, objectives, responsibilities, and timeline for the closure of the Mbandaka Field Office in Democratic Republic of Congo. The consultant expertise will also be required to the final stage of Kisangani outpost closure operation. The decision to close this office and outpost has been made due to strategic realignment and cost optimization in line with the overall Organization Future Focus Initiative exercise.

Under the guidance and direct supervision of the Chief, Field Operations, the Consultant will support the Mbandaka team for overall leadership, coordination, and strategic direction for UNICEFs in the closing operation of the office. The Consultant will support the Mbandaka field office team to organize all the actions leading to the closure by December 31st, 2025. He may also be requested to support remotely or in site the Kisangani Outpost.

1. Scope of Work
As a result of the Future Focus Initiative process, the Mbandaka Field Office and Kisangani Outpost will be closed on 31 December 2025. The consultant will have the overall role of managing activities related to the successful closure of the Field Office/Outpost. This role entails coordination of all activities with colleagues, support to the Chief Field Office OIC to partners and the provincial authorities to phase-out UNICEF presence in Mbandaka.
2. Objectives
The primary objectives of the office closure process are to :
• Ensure a smooth and compliant closure of the office.
• Minimize disruption to staff, operations, and stakeholders.
• Secure and dispose of assets, records, and infrastructure responsibly.
• Communicate effectively with all stakeholders throughout the process.
3. Timeline
The closure process will be conducted from September to December 2025
4. Reporting and Monitoring
• Regular meeting will be held with the DR Congo management on the progress
• Regular Progress reports will be submitted to the Chief Field Operations and Deputy Representative Operations
• A final closure report will be submitted upon completion.
5. Risks and Mitigation
Potential risks include:
• Loss of critical data or assets.
• Delays in closure activities.
Mitigation strategies will be developed and monitored throughout the process.

- Diploma: Advanced university degree in Social Sciences, International Relations, Public Administration, Sociology, or related fields;

Experience: Minimum 8 years of progressively responsible experience in programme management, operations, or emergency response in international development or humanitarian settings. Prior experience in a UN system agency is an asset.

Language: Fluency in French required; knowledge of English and/or local language(s) is an asset.

Technical Skills: Proficiency in programme planning, RBM, humanitarian coordination, financial and HR management, and UN security protocols

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
