BACKGROUND

Purpose of Activity/Assignment: 

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The UNICEF Strategic Plan, 2026-2029, marks a shift toward a stronger focus on outcome- and impact-level results for children and, toward this end, places increased emphasis on the role of evaluation as an evidence function and an oversight function.

Within this context, UNICEF’s evaluation function aims to drive results for children by fostering evidence-informed decision-making.  Guided by the Revised Evaluation Policy of UNICEF (2023), evaluation in UNICEF supports both learning and accountability through evaluations of development and institutional effectiveness and humanitarian response, ultimately contributing to improved outcomes for children. It also plays a critical role in holding the organization accountable for its contributions—or lack thereof—to those outcomes.

UNICEF’s evaluation function is largely decentralized. It includes senior-level regional evaluation advisers and multi-country evaluation specialists based in its five regions, as well as dedicated country-level evaluation focal points who provide full- or part-time support to evaluation efforts. The function conducts a diverse portfolio of independent, credible, and impartial evaluations, including corporate thematic, institutional effectiveness, humanitarian, country-led, and impact evaluations. These efforts ensure that UNICEF systematically uses evaluation evidence to enhance its effectiveness and deliver better results for children.

The UNICEF Evaluation of Impact Strategy and Action Framework 2022–2025 sets the institutional priorities and vision for a harmonized and strategic approach to the generation and use of rigorous impact evaluations to inform UNICEF programs. This vision is reinforced in the draft Strategic Plan for 2026 – 2029, where impact level targets are prioritized, requiring a strong impact evaluation function to demonstrate achievement of targets, particularly with shrinking fiscal space. The Impact Catalyst Fund (ICF) is a flagship initiative to support these efforts. The first ICF call builds on a partnership with the Global Program to End Child Marriage (GPECM) focused on the thematic area of child marriage and social norms. 

The purpose of this consultancy is to support the implementation of the ICF thematic window on child marriage and social norms to integrate an innovative qualitative methodology to capture programme outcomes and impacts into the “Impact evaluation of Türkiye’s adolescent girls’ and boys’ empowerment program for elimination of child marriage.” More specifically, the consultant will support development of a design, study instruments, training, analysis and dissemination of an imbedded Qualitative Impact Protocol (QuIP) focused on adolescent girls affected by the 2023 earthquake and who now live in container cities and have benefited from the intervention. This sub-set of adolescent girls represents a highly vulnerable group and an opportunity to understand the perceptions of impact within a smaller purposefully selected sample affected by natural disasters. This is a strategic investment for the ICF impact evaluation portfolio, as learnings from this effort will feed into broader institutional efforts which may benefit from this methodology to investigate sub-group impacts of interest to UNICEF and broader stakeholders across studies. The EO seeks a highly motivated impact evaluation consultant who strives to excel and stays abreast of the latest evaluative knowledge and methodological innovations.

Scope of Work:

The scope of work for this consultancy is as follows:

•     Support the design and development of data collection instruments to conduct an imbedded Qualitative Impact Protocol (QuIP) study within the broader mixed method impact evaluation. The study instruments envisioned are individual in-depth interviews for a sample of 24 adolescent girls who took part in the intervention;

•     Input to existing Institutional Review Board (IRB) and ethics protocol revisions to include the QuIP component imbedded study;

•     Support development of training materials and input (remotely) to qualitative training for a small team of interviewers already engaged in and trained as part of the larger mixed-method impact evaluation;

•     Support data cleaning, coding, analysis and validation of findings jointly with the quantitative evaluation team and key stakeholders, write-up of the QuIP methodology and study findings as part of a short report with triangulation and reference to the final (overall) impact evaluation report;

•     Contribute to development of dissemination materials, including presenting QuIP study results as part of impact evaluation workshops to UNICEF and other stakeholders as requested.

The duration of this assignment is 6 months between 1 September 2025 and 31 December 2025. Contractual obligations will be based on 15 days total. The location of the assignment is remote. UNICEF reserves the right to terminate this contract without notice due to unsatisfactory performance or to misconduct by the consultant, as UNICEF may determine in its absolute discretion. Payment will also cease on the day of termination. 

Terms of Reference / Deliverables

Preparation and implementation of QuIP study in Türkiye          

•   Study instruments in the form of word narrative interview guides

•   Ethics revisions in the form of additions and edits to the existing ethics protocols in word

•   Training materials in the form of interview guides (word) and powerpoint presentations, as well as attendance in remote training sessions

Analysis, results and dissemination of QuIP study in Türkiye     

•   Coding and software-based analysis of interviews

•   Write up and revision of results in the form of a report (in word)

•   Presentation of results via remote attendance and presentation at least one stakeholder workshop

Qualifications

(1) Education

Advance University Degree (Masters) in public health, public policy, sociology, anthropology, evaluation, development studies (qualitative focus)

(2) Knowledge/Expertise/Skills required:

•     Over 8 years of professional experience leading or contributing to qualitative impact assessments, using QuIP methodology or similar. Track record of authorship/co-authorship in peer- reviewed journals.

•     Strong technical expertise in coding and analysis of qualitative data, including causal impact analysis and use of appropriate software (including Causal Map Ltd software)

•     Demonstrated previous research experience on gender, adolescent girls and harmful practices thematic topics, including those in fragile states or humanitarian contexts.

•     Familiarity with UNICEF programmatic mandate and understanding evidence generation process for child-focused programs, including ethics requirements. Basic ethics certificates to facilitate primary studies on Human Subjects (i.e. CITI certificates or similar)

Additional competences

•     Delivering data analysis and evaluations under tight deadlines and through multi-stakeholder consultative process.

•     Excellent abilities in presenting technical information to a non- technical audience, including excellent drafting and presentation skills in English.

•     Research or technical work experience in Eastern Europe and/or the Middle East and North Africa.

Language requirements

•           Proficiency in English is required.
