The MSP Programme aims to measurably improve UNICEF's ability to deliver results for children as elaborated in the Strategic Plan, strengthen values-based organizational culture, strengthen leadership capability and ensure a people-focused approach. UNICEF has embarked on an ambitious capacity building effort, the Manager Support Programme (MSP), to strengthen the people management skills of its 6,000+ supervisors globally. The MSP launched in January 2024 and is identified to become the keystone of all UNICEF management and leadership development initiatives globally. The Programme Manager is required to lead the ongoing coordination and delivery effort through 2026.

Scope of Work

Under the supervision of the Chief, Talent Development/DPC, the Programme Manager will:
• Ensure successful ongoing programme implementation, of all its components, including e-learning curriculum, facilitated conversation series, coaching and mentoring.
• Monitoring of the programme to make necessary adjustments to various components based on good practices, lessons learnt, and continuous feedback.
• Determine, with expertise from different UNICEF business units such as Evaluation Office and the Division of Analytics, Planning and Monitoring, innovative ways to measure impact of the programme on participants and their teams.
• Oversee other staff working on the project, ensuring consistent division of labor, performance management and support.
• Manage programme timelines/schedules, track and create reports on outcomes of all components and maintain records.
• Manage a communications strategy to continue to raise interest and engagement internally about the programme, with all staff, managers, etc. using multiple channels, including SharePoint, Viva Engage, and email communications campaigns.
• Manage upwards to senior and executive leadership on the project, developing updates, written communications and presenting at meetings as needed.
• Leverage partnerships with key units/teams to advance all components of the programme.
• Contribute to appropriate coordination with all partners/stakeholders to prevent gaps, overlaps and duplication of efforts, and troubleshoot any issues which may arise.
• Build and leverage new and existing partnerships with institutions (academic and otherwise), external experts, and other organizations; liaises with inter-agency counterparts, and managers to share good / best practices. 
• Monitoring the financial plans and expenditures of the programme, ensuring compliance with UNICEF rules and regulations, budget preparation and implementation status.
• Represent the Manager Support Programme as the key focal point for the independent evaluation being conducted by the Evaluation Office from Q4 2025 into 2026.

To qualify as an advocate for every child you will have… 

Knowledge/Expertise/Skills required:

Education:  Master’s degree in a relevant field.

Experience:

  • Minimum of 10 years of professional experience in human resources.
  • At least 2 years of experience recruiting in large-scale recruitment campaigns.
  • Fluency in written and spoken English
  • Advanced knowledge of UNICEF recruitment procedures and talent management systems is highly preferred.

Language Requirements: Fluency in English is required. 

Skills and personal traits: 

  • Excellent communication and HR partnership skills
  • Strong reporting and documentation capabilities
  • Proven ability to collaborate and work effectively within a team environment (remotely)

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
