Le(La) consultant(e) national(e) recruté(e) appuiera les efforts du ministère de la famille, femme, enfance et séniors et du comité de pilotage multisectoriel pour développer la SNDPE. Il est important de préciser que l’objectif est de se concentrer sur les domaines politiques clés qui doivent être alignés à la lumière des dernières données probantes, des engagements politiques et d'autres informations stratégiques.

How can you make a difference? 

Il s’agira pour le(la) consultant(e) de :

  1. -   Identifier les domaines clés de la SNDPE qui doivent être révisés sur la base de l'examen de la politique ainsi que des développements récents concernant les responsabilités, les engagements et les arrangements institutionnels concernant le développement de la petite enfance dans le pays.
  2. -  Mettre à jour la SNDPE et son plan opérationnel avec les informations, les données et les modifications requises afin de l'aligner sur les engagements du gouvernement.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Diplôme de Mastère en  Management et planification, Politiques sociales, sciences humaines, santé, sciences de l’éducation et développement de la petite enfance
  • Expérience de plus de 10 ans dans le domaine de planification et développement des politiques et plans opérationnel dans l’un des secteurs suivants : (Santé, Education, enfance, services sociaux…)
  • Expérience professionnelle dans l’analyse, la révision, la synthèse, et la rédaction de rapports et notes stratégiques pour des structures gouvernementale / organisations internationales.
  • Expérience spécifique en développement de la petite enfance (DPE) : Participation à des projets, programmes ou évaluations liés au DPE (stratégies, services intégrés, etc.)
  • Connaissance profonde des institutions, du cadre juridique et de la gouvernance des services sociaux en Tunisie et particulièrement la santé et l’éducation du jeune enfant.
  • Connaissance du contexte national et régional : Familiarité avec les politiques, acteurs et enjeux du DPE en Tunisie ou dans des contextes similaires

Les criteres d'evalaution: 

 
A) Technical Evaluation (e.g. maximum 75 Points), seuil de réussite 50 points

    • Un diplôme dans les domaines suivants : Management et planification, Politiques sociales, sciences humaines, sciences de la santé, sciences de l’éducation et développement de la petite enfance (15 points) : PHD 15 Points, Master : 10 points
    • Expérience de plus de 10 ans dans le domaine de planification et développement des politiques et plans opérationnel dans l’un des secteurs suivants : (Santé, Education, enfance, services sociaux…) (15 points) : 10 à 15 ans = 5 points, 15 à 20 ans = 10 points, plus de 20 ans = 15 points ;
    • Expérience professionnelle dans l’analyse, la révision, la synthèse, et la rédaction de politiques et stratégies pour des structures gouvernementale / organisations internationales. (15 points) : 1 référence envoyée = 5 points, 2 références envoyées = 10 points, 3 références et plus envoyées = 15 points
    • Expérience spécifique en développement de la petite enfance (DPE) (10 points) : Leadership sur des projets, programmes ou évaluations liés au DPE (stratégies, services intégrés, etc.) : 3 à 5 ans : 05 points, Plus de 5 ans : 10 points
    • Connaissance du contexte national et régional (10 points) : Familiarité avec les politiques, acteurs et enjeux du DPE en Tunisie ou dans des contextes similaires : Justifiée par au moins une mission : 5 points, Justifiée par deux missions ou plus : 10 points
    • Expérience avérée d’au moins 5 ans dans la facilitation d’ateliers participatifs (10 points) : 5 à 10 ans = 5 points, 10 ans et plus = 10 points ;

B) Financial Evaluation

Le score final doit suivre le principe du « meilleur rapport qualité-prix », c’est-à-dire obtenir le résultat souhaité au tarif le plus bas possible.

Le paiement des honoraires professionnels sera basé sur la soumission des livrables convenus. L’UNICEF se réserve le droit de retenir le paiement si les livrables soumis ne répondent pas aux normes requises ou en cas de retard dans leur soumission de la part du consultant.
