BACKGROUND

Purpose of Activity/ Assignment:

The Global Effectiveness Review (GER) has served as UNICEF’s strategic reflection point to assess the Strategic Plan’s progress and propose adjustments in programmes, strategies and approaches. It has evolved from identifying performance gaps toward generating solutions that can accelerate impact at scale. Alongside other areas, it has highlighted persistent data gaps, regional disparities, and imbalances in humanitarian versus development spending, while underscoring the need for stronger systems, better evidence, and tailored strategies.

The Global Effectiveness Review (GER) empowers the organization to seize the momentum of change and critically assess how the strategies, enablers, accelerators, and key shifts in the Strategic Plan 2026–2029 will not only drive measurable impact but also unlock more ambitious, transformative outcomes for children.

The GER is an internal process designed to assess progress toward the Strategic Plan results and to stimulate strategic reflection and decision-making at the senior management level. It culminates with a senior-level meeting that is guided by strategic questions and an analytical paper.

The Strategic Planning and Corporate Analysis (SPCA) unit within the Division of Data, Analytics, Planning, and Monitoring (DAPM) coordinates the GER process. The unit is seeking a professional to work closely with SPCA and D&A on important milestones for the process, including the initial review of evidence, definition of strategic questions to guide the GER discussion, conduct deep-dive and analysis on those topics to be discussed in the GER meeting, and draft the analytical paper that will be utilized in the GER meeting.  

Scope of Work:

The Main Objective of the Global Effectiveness Review (GER) is to assess the effectiveness and progress of UNICEF’s 2022-2025 Strategic Plan, with a particular focus on examining how programme outputs - supported by enablers, change strategies, and accelerators - translate into tangible changes in outcomes and impact for children across all operational contexts.

The specific objectives for the 2026-2029 GER cycle are:

  • Generate Evidence-Based Recommendations: Develop targeted, actionable recommendations based on synthesized evidence to guide the implementation and resource allocation of the Strategic Plan, ensuring continuous improvement and impact.
  • Analyze the Role of Strategies, Enablers, and Accelerators: Examine how UNICEF’s 2022-2025 change strategies and enablers influence Strategic Plan progress through output indicators and assess their effectiveness in enabling evidence-based support to governments and improving outcomes for children

Under the leadership of SPCA (future OSE/PET/SPA), the consultant will engage with various stakeholders across the organization to ensure a thorough and integrated analytical review, which will incorporate inputs from D&A, Research and Foresight, PG, Regional Offices, and other relevant HQ divisions as needed.

Qualifications

Education:   

Advanced University degree in  Economics, public policy, public administration, statistics, international relations, or other related fields

Knowledge/Expertise/Skills required *:

  • Advanced university degree in economics, public policy, public administration, statistics, international relations, or other related fields, with strong quantitative training.
  • Proficiency in statistical software (e.g., R, Stata, Python, SPSS, or equivalent).
  • Proven experience in analyzing multiple datasets.
  • Proficiency in data visualization tools (preferable Power BI).
  • Languages: Ability to write and speak English fluently is required

Requirements:

Completed profile in UNICEF's e-Recruitment system and

- Upload copy of academic credentials

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Remarks:  

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
