How can you make a difference?
- To assess the design and monitoring of the programme and identify evidence-based recommendations for enhanced evaluability.
- To amend and update the programme theory of change and monitoring framework.
- To prepare a brief plan for conducting the 2027 programme evaluation.
- To support capacity building of UNICEF's partner in planning, monitoring and evaluation, in preparation for and as part of developing the next phase of the current programme.
- Overall robustness of the design and results framework of the programme to determine whether the results chain and objectives are clearly articulated and whether relevant, reliable and valid indicators, measures, tools and mechanisms are in place.
- The adequacy of the monitoring systems established to measure progress and achievement of planned results for the programme and the extent to which equity and gender have been integrated.
- Recommendations to further improve the design, data collection tools and systems to better implement, monitor and eventually evaluate the planned results of the programme. This would include suggestions on the preparation of the systems and tools to conduct the 2027 evaluation.
- Evaluability assessment of the Penang inclusive child protection model
- Revised theory of change and monitoring framework for the programme
- Brief plan and parameters for conducting the 2027 evaluation
- Capacity-building of UNICEF's partner in planning, monitoring and evaluation (through one in-person workshop and remotely as needed)

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: Advanced University degree (master’s degree or equivalent, or PhD) in economics, public policy, public administrations, business administration and other relevant fields
- Work Experience: Minimum of 8 years professional experience in designing and formulating public sector plans and strategies.
- Knowledge and experience in conducting evaluations and/or evaluability assessments in the UN context.
- Knowledge of Malaysian planning and M&E systems is an asset.
- Skills: Possess strong technical knowledge of the programme planning cycle and RBM.
- Excellent interpersonal, facilitation and communication skills
- Language Requirements: Fluency in written and spoken English. Ability to converse with relevant stakeholders in Malay is an asset.
