Purpose of Activity/Assignment:
UNICEF Uzbekistan has been supporting national efforts to strengthen the health systems across the country, with a particular focus on the Aral Sea region and primary health care (PHC) reforms. Over the past years, UNICEF has made significant progress in improving access to safe water, sanitation, and hygiene (WASH) in schools, enhancing the quality of secondary and primary health care services, and promoting equitable access to quality health care for women and children affected by climate and environmental challenges.
To mobilize further donor investments and build on the success of these initiatives, UNICEF seeks to develop a compelling investment case and accompanying impact documentation that showcases the tangible results, human stories, and future opportunities within these programme areas ahead of its new Country Programme 2026-2030.
The purpose of this consultancy is to produce a comprehensive and persuasive investment case for donors, supported by evidence-based narratives, case studies, and human-interest stories that demonstrate UNICEF’s impact and leadership in:
1. Improving WASH and nutrition practices in schools;
2. Strengthening primary health care at the community level;
3. Strengthening maternal and perinatal services at the secondary level;
4. Expanding access to quality health care in the Aral Sea region
5. Systems-level technical assistance to the government of Uzbekistan in governance (policy formulation,
oversight, accountability, coordination mechanisms, health financing)
Additionally, the consultant will develop a short analytical proposition linking climate shocks, adolescent health and mental health in Uzbekistan, outlining the relevance and entry points for future donor investment.
Objectives:
The consultant will work under the supervision of the Chief of Health and Development and in close coordination with the PM&E Manager (Joint Programmes) and Chief of Communication for quality assurance, design, and dissemination.
The consultant will:
- Document key achievements, outcomes, and lessons learned across UNICEF’s WASH, PHC, adolescent health, and Aral Sea health interventions.
- Capture and present human-interest stories illustrating the impact of these programmes on children, women, and communities.
- Develop a data-driven narrative that combines quantitative evidence with compelling storytelling to attract donor engagement.
- Produce a concept note or short paper articulating the intersection between the above interventions, identifying potential programmatic and investment opportunities
Scope of Work / Key Tasks
1. Desk Review and Planning
- Review existing reports, evaluations, monitoring data, and communication materials.
- Develop a detailed outline and proposed structure for the investment case and related outputs.
2. Fieldwork and Data Collection
- Conduct interviews and focus discussions (in coordination with UNICEF staff and partners) to gather first-hand insights and stories.
- Identify 6 case studies across WASH, PHC, and Aral Sea health initiatives that best illustrate UNICEF’s results.
3. Documentation and Writing
- Draft engaging case studies and human-interest stories integrating key statistics and programme results.
- Develop a donor-oriented investment case highlighting UNICEF’s leadership, cost-effectiveness, and future opportunities.
4. Concept Note and Donor Proposition
- Produce a concept note or short paper articulating the intersection between the above interventions (WASH/ nutrition in Schools, Primary Health Care, adolescent health, and access to quality health services in the Aral Sea region).
- Clearly outline the strategic value of these investments for donors, demonstrating how each dollar contributes to measurable improvements in child and community well-being.
- Present a compelling donor proposition “return on investment” that highlights:
- Synergies across health, WASH, nutrition and climate-resilient systems;
- Cost-effectiveness and sustainability of UNICEF-supported approaches; and
- Opportunities for donors to leverage UNICEF’s operational reach and partnerships for scalable impact.
- Include specific examples, indicative results, and visuals that illustrate the return on social investment (e.g., lives saved, improved learning environments, reduced disease burden, strengthened local systems, people reached with each dollar invested).
5. Consultation and Validation
- Present preliminary drafts to UNICEF teams (Health, WASH, and Communication) for feedback.
- Revise and finalise all deliverables incorporating comments and quality assurance inputs.

5. Final Compendium Final, edited versions of all deliverables (with photos and captions) - 10 days

Minimum requirements:
- Education: Advanced degree in Communications, Public Health, Social Sciences, Journalism, or related field.
- Work Experience:
- At least 8 years of experience in qualitative research, communication for development, or documentation of development programmes.
- Proven track record in producing donor-oriented investment or advocacy materials.
- Demonstrated ability to translate complex programme results into compelling narratives.
- Language Requirements: Excellent English writing and editing skills.
