Adolescents face multiple forms of violence—physical, psychological, sexual, and digital—that directly affect their well-being, development, and ability to exercise their rights, especially in contexts marked by inequality. They often lack safe spaces for listening and access to information that could strengthen their self-protection and civic participation. Traditional prevention strategies, focused on rules and surveillance, have limited impact and may overlook the right to participation and progressive autonomy, as established in the Convention on the Rights of the Child and Brazil’s Child and Adolescent Statute.

In this context, the proposal aims to co-create a participatory methodology for violence prevention, developed by and for adolescents in Cuiabá/MT. The approach emphasizes ethical care, avoids re-victimization, and strengthens adolescents’ autonomy to recognize risks, seek support, and engage protection networks. The initiative is expected to generate contextualized and scalable knowledge, contributing to improved public policies and to the promotion of adolescent participation, protection, and well-being.

SCOPE OF WORK:

The scope of work is the description of the main objective of the consultancy. Should contain any milestones, reports, deliverables, and end products that are expected to be provided by the consultant.

To develop, test, and systematize a participatory methodology for the prevention of violence, created by and for adolescents, including the development of educational materials and a dissemination strategy. being responsible for:

  • Methodological planning of the formative pathway;
  • Facilitating participatory workshops with adolescents;
  • Systematizing the participatory processes carried out throughout the initiative;
  • Co-creating the methodology together with adolescents;
  • Producing educational materials related to the methodology;
  • Supporting the development and implementation of the strategy for disseminating results and outputs.

DELIVERABLES

Deliverables should describe the level of complexity and responsibility involved in carrying out the work. Furthermore, it is extremely useful to clearly indicate not only the “what” but also the “how” to ensure full understanding of the methodology to be used in the consultancy.

It is important to observe that the assignment is of a temporary nature; based on payment for services or work with defined deliverables and outputs that are specific and measurable, to be performed and completed within a specified period of time.

Work Plan and Methodological Framework:

  • Detailed implementation plan;
  • Outline of the training program (min. 6 workshops + opening and closing sessions) (15 to 20 adolescents per workshop);
  • Participatory methodologies to be used;
  • Strategy for engaging adolescents through NUCA – UNICEF Seal;
  • Monitoring plan (indicators and methods of verification).

  • Conducting workshops (with records);

Participatory Mapping of Risks and Protective Factors

  • Systematization of the maps created by the adolescents;
  • Analysis of risk situations (physical, digital, relational);
  • Identification of protective factors;
  • Consolidated report with key findings.

Complete methodological document containing:    methodologies, content, principles,    stages,    prevention strategies (individual, peer, and community)

  • a summary of the process

MINIMUM QUALIFICATIONS REQUIREMENT

  • Bachelor’s degree in Social Sciences, International Relations, Law, Public Policy, Psychology, Social Work, Anthropology, Sociology or Political Science, or other relevant field;
  • Demonstrated experience (up to 2 year) with child protection or participatory methodologies with adolescents related issues
  • Competencies required: Professionalism, Teamwork and respect for diversity, Communication and Flexibility.
  • Any other specified skill or requirement needed and related to the consultancy

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
  • Financial proposals from local consultants shall be submitted in the local currency in effect at the time of submission. UNICEF will evaluate and contract based on this amount, which shall remain fixed and not subject to adjustment due to subsequent exchange rate fluctuations.

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

 RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract. 
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

REMARKS:

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process. An internal candidate performing at the level of the post in the relevant functional area, or an internal/external candidate in the corresponding Talent Group, may be selected, if suitable for the post, without assessment of other candidates.
