                                                         TERMS OF REFERENCE

UNICEF Ukraine is supporting the Government of Ukraine in the implementation of the European Child Guarantee (ECG). With significant progress already achieved - including the designation of a National Contact Point, the adoption of a National Action Plan, and the establishment of a National Council for the Protection of the Rights of the Child to guide and oversee interministerial and cross-sectoral coordination - the next phase will focus on organising and operationalising the implementation process.
According to EU guidance and recommendations, the National Contact Point should be adequately resourced to perform a set of key functions throughout the implementation process, including coordinating the work with implementing a national action plan, ensuring stakeholder involvement in this process, identifying funding sources, coordinating monitoring and reporting on progress across ministries and levels of governance, and liaising with the European Commission and counterparts in other countries.
Against this background, the overall purpose of this assignment is to establish an implementation team to ensure that the National Contact Point has the necessary resources for the effective delivery of its key functions.
