The Consultant shall be responsible for the implementation of the approved functional and technical enhancements, development and maintenance of software components, execution of technical testing, correction of identified defects, support to functional testing activities, and assistance during the deployment of the planned solutions. The Consultant shall ensure the technical quality, stability, security, and proper functioning of the developed functionalities in accordance with the approved functional specifications.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT
Education:
- Bachelor’s degree or higher in Computer Science, Informatics, Information Technology, or a related field, as evidenced by an academic degree certificate.
Work Experience:
- Proven experience in the successful development and implementation of at least one (1) enterprise-grade, mission-critical information system, including environments with distributed transactions, fault tolerance, and high availability.
- Demonstrated experience in:
a)The development, acquisition, customization, and specification of mission-critical information systems developed in Java;
b)Strong knowledge of and experience with Enterprise Architect or a similar modeling tool;
c)Data modeling, UML, BPMN, use case modeling, and sequence diagrams;
d)Working with Oracle or PostgreSQL databases.
Language Requirements:
- Excellent verbal and written communication skills in Portuguese.
Knowledge/Expertise/Skills:
- Experience in projects using Agile methodologies (Scrum, Kanban) and/or traditional methodologies (Waterfall);
- OCUP 2 (OMG Certified UML Professional) certification;
- Microsoft, Oracle, or AWS certifications in systems analysis and integration;
Desirables:
- Excellent interpersonal skills, with the ability to work effectively both independently and as part of a team;
- Strong capacity to transfer technical knowledge and maintain cooperative and effective working relationships with national authorities;
- Proven experience in the development of one or more e-SISTAFE modules or similar public financial management support systems;
- Excellent ability to handle sensitive matters with discretion in a multicultural environment.
- CBAP (Certified Business Analysis Professional) certification from IIBA;
