TERMS OF REFERENCE
UNICEF Philippines seeks an accomplished digital paid media performance marketing specialist to act as a strategic advisor, technical leader, and quality gatekeeper for all digital paid media fundraising activities.
The Consultant will enable step‑change growth in digital fundraising performance by strengthening strategy, decision‑making, measurement rigor, and optimization discipline—ensuring that paid media investments consistently drive high‑quality donor acquisition, with improved retention, and increased donor lifetime value (LTV).
This role is critical to scaling sustainable digital fundraising growth and will serve as advisor to the internal fundraising teams, and external agencies.

Minimum requirements:
Education: A first-level university degree (Bachelor's degree) in Marketing, Business, Communications, Advertising, Economics, Statistics, Data Science, Information Systems, or a related discipline
Relevant disciplines include: Marketing Digital Marketing Business Administration Communications Advertising Economics Statistics Data Analytics / Data Science Information Systems E-commerce Fundraising / Nonprofit Management Other related fields
Work Experience:
• Minimum 5 years of relevant experience in performance marketing, digital growth, or digital fundraising
• At least 3 years managing longterm value-driven acquisition or fundraising/subscription programs at scale
• Proven experience delivering business performance and revenue growth through paid media campaigns
• Hands-on experience in paid social (Meta) and paid search (Google) campaign execution and optimization
• Demonstrated ability to manage end-to-end campaign lifecycle (setup, delivery, optimization, reporting)
• Experience managing and optimizing multi-channel paid media budgets ($300K or more annually preferred)
• Track record of achieving new customer/donor acquisition and income generation targets
• Experience ensuring quality assurance, best practice implementation, and campaign compliance
• Experience working with agencies and cross-functional teams, ensuring accountability for results
• Practical experience applying AI tools to improve campaign performance, efficiency, and scaling
Language Requirements: Fluency in English is required.
Knowledge/Expertise/Skills:
• Deep expertise in Meta Ads and Google Ads (Search, Display, YouTube) including account structure, bidding, and scaling strategies
• Strong capability in campaign performance optimization, audience segmentation, and creative testing
• Proficiency in data-backed analysis and performance reporting (automated and manual)
• Hands-on experience with Google Analytics 4 (GA4) for tracking, attribution, and performance insights
• Strong understanding of fundraising and/or performance
marketing metrics (CPA, conversion rate, LTV, retention, payback)
• Ability to design and implement structured testing frameworks (A/B and multivariate testing)
• Experience using AI-powered marketing tools for:
• Creative generation and testing
• Audience modeling and targeting
• Bid optimization and forecasting
• Strong diagnostic skills to identify performance gaps across funnel (media, creative, conversion, data)
• Ability to translate complex data into clear, actionable insights for decision-making
• Knowledge of reporting standards, dashboards, and performance measurement frameworks
• Strong stakeholder management and ability to challenge agency outputs and validate strategies
Desirables:
• Familiarity with Google Marketing Platform and enterprise tools such as Google Analytics 360, Search
Ads 360 (SA360), Display & Video 360 (DV360), Google Tag Manager, and Campaign Manager 360 (DoubleClick)
