In this context, the People and Culture function play a critical role in ensuring that the office is equipped with the right talent while fostering a positive organizational culture, staff wellbeing, and effective team dynamics. The position contributes to strengthening values-based leadership, staff engagement, and psychological safety, while serving as a trusted advisor to both management and staff on people-related matters.
The incumbent acts as a guarantor of alignment of People and Culture policies, practices, and organizational culture across the office, ensuring their consistent interpretation and application in line with UNICEF standards. This includes providing contextualized policy guidance and advisory support to management, a core expectation of the P&C function in country offices.
How can you make a difference?
The People and Culture Officer will deliver the full scope of human resources services for the UNICEF team based in Comoros (approximately 35 personnel, including United Nations Volunteers). As the sole P&C staff member in the office, the incumbent will work in close collaboration with the People and Culture team based in Madagascar within the framework of the multi-Country Office arrangement.
Purpose for the job
The People and Culture Officer will report to the Representative of UNICEF Comoros in 2026, and from 2027 onward to the Assistant Representative based in Comoros as part of a UNICEF multi-country office covering Comoros and Madagascar. The Officer will technically report (second supervisor) to the People and Culture Manager based in Madagascar, for close guidance, training and supervision, and will work in network with the People and Culture team based in Madagascar. The Officer provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures.

Minimum requirements
- Education: Bachelor or equivalent (First Level University Degree) in Management/Administration, Human Resources Management, Human Resources, Business Management, International Relations, Psychology. and any other related fields.
- Work Experience: At least 1 years of relevant work experience in Human Resources, human resources, talent acquisition, career development, performance management, organizational development, employee engagement, workforce planning, data analytics, staff wellbeing, HR Generalist, HR Associate and any other related fields.
- Skills: HR Regulations, Human Resources Management, Interpersonal Skills, Planning, Recruitment.
- Language Requirements: French - Proficient/Fluent.
Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Proficient English knowledge, HR experience in any international organisation, employee life cycle, onboarding.
