UNICEF Pacific is in search of a dedicated and proactive national or international Consultant. The consultancy is for a period of 97 days (83 remote and 14 in country) spread over 7 months. The consultancy is open to both national and international applicants and is expected to be home-based with 14 days at country level. The consultant must be available for meetings scheduled during Vanuatu working hours. The consultant will report on a day-to-day basis to the Chief of UNICEF Field Office in Vanuatu, who will provide administrative oversight and facilitate engagement with national counterparts and partners. Technical guidance, quality assurance, and coordination support will be provided by the Climate and Environmental Specialist based at the UNICEF Pacific Multi-Country Office in Suva, Fiji. For consultants based outside of Vanuatu, two in-country missions are anticipated over the duration of the assignment. The number, timing, and duration of these missions will be defined during the inception phase. The consultant’s financial proposal must include all the costs required to carry out the assignment. This includes professional fees, travel-related expenses such as return economy-class airfare, terminal expenses, Daily Subsistence Allowance (DSA) and insurance, communication cost etc. Costs associated with the organization of consultation workshops (e.g., venue hire, refreshments, materials) will be covered directly by UNICEF and should not be included in the consultant’s financial proposal.
Purpose of Activity/Assignment:
The MICS team is seeking additional support for a Project Manager/Business Analyst expert who will oversee and lead the technical project management, requirement analysis, planning, design, monitoring & control, project reporting, and project communications among the UNICEF HQ Data Collection Unit staff, the external vendors that will be working on the enhancement features of the website and the development of MICS Tabulator, the partners at the University of Minnesota IPUMS team that is responsible for MICS data harmonization, and UNICEF ICTD, BRM, and Technology Architecture and Operations (TAO). Under the DCU Statistics and Monitoring Manager's supervision, the consultant will deliver and coordinate the above-listed tasks
Under the supervision of the Deputy Representative - Programmes and in close collaboration with the Chief PME, the consultant will support the planning and development process consisting of – i) programme strategizing and ii) and development and finalization of all CPD-related documents.
This consultancy will therefore be expected to engage with each sector to ensure new priorities, new data and evidence, programme repositioning, and shifts are adequately captured in the new Programme Rationale, which should also benefit from line-ministry consultation and involvement (to be facilitated by the Programme Section Chiefs).
The services of an experienced and qualified consultant are expected to facilitate processes of strategic reflections, prioritization, development of theories of change, articulation of programme rationale and structure, consultation with relevant stakeholders, and drafting of the next country programme document and its annexes.
Under the overall direction and guidance of the Nutrition specialist (NIS), the Nutrition Officer will manage the IM function of the nutrition section. They are responsible for ensuring IM processes effectively contribute to provide timely and adequate evidence generation to inform the program decisions, provide timely reports to the relevant stakeholders internally and externally including for donors reporting, internal unicef reporting, regular Sitreps, and reports UNICEF results and plans to the nutrition sector and implementing partners. In their effort to enable an efficient and effective nutrition programming, the NIS Officer is responsible for managing the collection, analysis and sharing of information that is essential for evidence-based and strategic decisions.
