The Budget Officer is expected to work closely with Programmes and Operations at national and sub-national level in ensuring that funds are monitored, and grants are managed. Climate change, energy access, and environmental degradation are urgent global challenges that disproportionately affect vulnerable populations, particularly children, young people, and women. In Belize, these issues are critical to ensuring a sustainable future for its youth and most vulnerable groups. Children and young people represent the future of any society, and their human capital is deeply impacted by the adverse effects of climatic and man-made hazards. Their physical, mental, and social well-being, as well as their access to education, health services, and economic opportunities, are all at risk. Addressing these challenges is essential not only to protect their current rights but to ensure that future generations can thrive and fully realize their potential.
UNICEF through its partnership with the National Emergency Management Organization (NEMO) will develop a comprehensive disaster risk management training course for public officers to strengthen capacity of key emergency responders during times of crisis. NEMO has long provided essential disaster management training to public officers. However, the current system faces declining attendance and engagement. To address this, UNICEF seeks to modernize NEMO’s training system by redesigning lesson plans, incorporating online learning options, and implementing a certification system to incentives public officers. This document outlines the concept for this overhaul and recommends the engagement of a consultant for its successful execution.
Taking into account the national aspirations to deliver tangible results in protecting and promoting child rights in Turkmenistan, UNICEF and State Statistics Committee of Turkmenistan (SSC) initiate a process for developing a thematic report on “Children in Turkmenistan” based on census data. It is expected that the publication will outline key areas where child-related census data can provide valuable insights, supporting the development and implementation of policies and programs aimed at enhancing child welfare in Turkmenistan. To support this process of developing the publication, UNICEF is looking for a national consultant to work with census data and prepare the data sets on demographics and socio-economic variables.
