Under the guidance and supervision of the Social Policy Officer (social protection), the intern will support the Social Policy section in the implementation of ongoing programme activities and policy engagement processes.
The internship aims to provide practical experience in social protection, public finance for children, and evidence generation, while contributing to UNICEF's efforts to strengthen child-sensitive social protection systems and social sector investments. The purpose of this consultancy is to update the Disability Management Information System (DMIS) in line with the newly revised Social and Rights-Based Disability Identification Guidelines. The consultancy will also support the management of the DMIS and strengthen data interoperability with key systems, including the GS-NSPC social protection registration portal, the Ministry of Planning (MoP), DGTVET, NEA, and other relevant platforms. Specialized IT support is required to upgrade the DMIS mobile application, frontend and backend systems, and the Management Information System (MIS), as well as to support the development of data interoperability with other systems and the DMIS website.
Launched in 2022, the Bangsamoro Education Reform and Development Plan (BERDP) 2035 of the Ministry of
Basic, Higher, and Technical Education (MBHTE) is a long-term, comprehensive strategic framework that serves
as the first blueprint for transforming the education system in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), grounded in the Bangsamoro Education Code and aligned with the Bangsamoro Organic
Law and Sustainable Development Goal 4. It envisions a rights-based, inclusive, and culturally relevant education
system that ensures “no child is left behind” and promotes the aspiration of “one professional per Bangsamoro
family,” positioning education as a key driver of peace, moral governance, and socio-economic development.
Developed through a participatory, evidence-based process with strong support from partners such as UNICEF
and UNESCO, BERDP 2035 outlines systemic reforms in access, quality, governance, and data-driven decision making, aiming to create an equitable, resilient, and learner-centered education sector that responds to the
unique needs and identity of the Bangsamoro people. To respond to the said bottlenecks, this consultancy aims to directly provide technical expertise and support to
MBHTE in: Updating the situational analysis section of the BERDP 2035 to capture and reflect recent and current
data on education in BARMM;
• Improving the Plan’s M&E Framework by providing accurate data on baseline and targets;
• Enhancing the Plan’s Financial Framework by presenting funding requirements and budget projections that are responsive to the real needs and situation of the education sector in BARMM
• Establishing coordination mechanisms (including the establishment and activation of Bangsamoro Education Board) to monitor the operationalization of BERDP 2035.
