Under the supervision of the Chief of Education, the Specialist leads the Quality & Inclusive Learning and Skills component of the 5-year UNICEF Pacific Education programme across 14 countries and territories as well as Pacific regional-level activities and partnerships. The Specialist is responsible for designing, managing, implementing, monitoring, evaluating, and reporting the progress of education programmes in line with national and regional priorities. The Quality & Inclusive Learning and Skills component focuses on quality, inclusion and relevance in education, including but not limited to: foundational learning, inclusive education, culturally- and contextually-relevant approaches, digital and remote learning, skill development, gender-transformative teaching and pathways, pedagogy, curriculum, learning assessment, use of learning data to improve instruction, school quality standards, school leadership, school improvement planning, digital learning, learning continuity in the face of school closures and emergencies, and/or other related themes as relevant to the programme and context. The Specialist will also collaborate cross-sectorally as relevant on issues related to protection, student well-being, climate resilience, mental health, education in emergencies, etc.
The education programme in each country is responsive to the priorities and systems in that country, so the Specialist will be responsible for working in collaboration with government counterparts, colleagues and partners to select and design the most relevant of the above supports for each country. Accordingly, the Specialist will support strategic regional action as guided by national and regional priorities.

The overall objective of the Child Survival Operational Plan is to contribute to the achievement of specific targets for under-five mortality reduction set out under Somalia's existing strategies, and to improving core indicators, including increasing coverage and quality of high impact interventions to prevent or manage morbidity and mortality, and to strengthen PHC delivery platforms. Emphasis will be on operationalisation and scale up of quality MNCH high impact interventions which are currently limited in their implementation across the service delivery spectrum.
