UNICEF Indonesia is looking for an international consultant who will support the Mid-Term Review (MTR) process of Indonesia’s Partnership Compact to be conducted in 2025. The MTR is an opportunity to assess the progress, relevance, effectiveness and efficiency of the implementation of the Partnership Compact to date. The MTR process includes identifying good practices, challenges, and lessons learned; and considering the relevance of the compact’s focus, including its Theory of Change in relation to emerging government priorities. The MTR process is important as it will reconfirm suitability of the existing Partnership Compact and provide opportunities for its revision to strengthen the delivery of the priority reform going forward, and to inform the Global Partnership Education’s (GPE) Board for future GPE financing to Indonesia.
Purpose of Activity/Assignment:
The assignment is to provide coordination support for management accompaniment activities for the World Bank Health Emergency Response (HER) and Asian Development Bank Novel Financing Arrangement (NFA)/SAFE Projects
The consultant will be responsible for providing Regularly and quarterly coordination support to enable the delivery of quarterly HER-AF/NFA (SAFE) management accompaniment (MA) deliverables for 14 targeted provinces. He/she works with and supports five Management Accompaniment officers. He/she supports Service Providers (SPs) in 14 AFIAT-targeted provinces to successfully implement their contracts for BPHS/EPHS to deliver quality health services and improve performance. In addition to the basic requirements of performance reviews, s/he ensures the performance reviews are conducted by meaningfully incorporating findings and data generated through UNICEF monitoring and coordinating follow up activities to ensure implementation of agreed actions. He/she is also responsible for coordination and implementation of the national-level performance review in close coordination with UNICEF and other partners.
